- Proficiency in Microsoft Office 365, Microsoft Teams, SharePoint, and experience in data analytics is desirable.
- Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
Contract

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. Together with governments, the agency is responsible for promoting and consolidating collaboration with all partners, including local authorities, and private and non-governmental organizations, in implementing the Sustainable Development Goals (SDGs).
The Global Water Operators’ Partnerships Alliance (GWOPA) supports SDG 6 by strengthening the capacity of water and sanitation operators through Water Operators’ Partnerships, known as WOPs. Facilitated by UN-Habitat, it is an international network created in 2009 which today composes more than 140 international members. The Alliance supports not-for-profit peer support partnerships between water and sanitation operators aimed at enhancing their capacity and performance to provide better services to more people as part of the human right to water and sanitation.
The GWOPA Secretariat translates GWOPA’s mandate into strategies and programmes. Through collaboration with a range of partners, it implements annual alliance work plans to help ensure WOPs are scaled up and contribute to water and sanitation service providers’ improved capacity and performance. The GWOPA Secretariat is currently hosted by the Government of Germany in Bonn.
The UN-Habitat Regional Office for Arab States (ROAS) is based in Cairo, Egypt with the mandate to implement UN-Habitat’s Strategic Plan in the region.
Based in the UN-Habitat office in Cairo, Egypt, and under the overall supervision of the Head of GWOPA in coordination with the [UN-Habitat Regional Office for the Arab States (ROAS)], the incumbent will be responsible for the following duties:
1.Expand and strengthen GWOPA partnerships in the MENA region: •Promote the expansion of GWOPA's membership by engaging and enrolling institutional and individual members, including water and sanitation utilities, especially from the MENA region into the Alliance. •Develop joint funding proposals with ROAS to support water and sanitation programmes and projects within the MENA region. •Monitoring Water and Sanitation Operators’ Partnerships practices in the MENA region through the GWOPA WOPs observatory. •Promote Water Operator Partnerships in MENA region by establishing a WOPs regional platform within GWOPA.
2.Provide technical support and backstopping to the monitoring and reporting of GWOPA projects in the MENA region: •Participate in or lead field missions, guiding consultants, government officials, and other stakeholders. •Review relevant documents and reports, identify problems and issues to be addressed, propose corrective actions, and track follow-up actions on projects including under the EU-WOPs Programme. •Conduct research and gather information from diverse sources relevant to GWOPA's work in the MENA region. •Preparation of written materials such as draft background papers, analysis, reports, and inputs to publications to support GWOPA normative work.
3.Provide substantive inputs to advocacy, knowledge and communication: •Support the preparation of the bi-annual GWOPA General Assembly, to be held in Cairo, Egypt in November 2024, focusing on preparing agendas, selecting participants, preparing relevant documents and presentations, and administrative and logistical support. •Support the organization of GWOPA engagement and events at the World Urban Forum, Cairo, Egypt November 2024 ensuring synergies with the GWOPA General Assembly preparations. •Conduct other outreach activities for GWOPA's partners as required, delivering presentations on designated topics aligned with GWOPA. •Preparation of reports and documentation of lessons learned, case studies, and best practices derived from the GWOPA’s project activities.

- Programme management/support in the United Nations common system or similar international organizations and water operators’ partnership activities are distinct assets.
- Experience coordinating, implementing, monitoring, and evaluating development programmes and projects is desirable.
- Experience in establishing partnerships among international organizations and national and subnational governments is desirable.
- Experience in policymaking, partnership and resource mobilization is desirable.
- At least 8 years of progressively responsible experience in programme/project management strategic planning in the context of development cooperation is required.
