Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) supports projects to reverse the deterioration of the Earth's stratospheric ozone layer and reducing consumption of high global warming hydrofluorocarbons (HFCs). It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The Multilateral Fund is managed by an Executive Committee (ExCom) with an equal representation of seven industrialized and seven Article 5 countries that are elected annually by the Meeting of the Parties. The Committee reports every year to the Meeting of the Parties on its operations, and it is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org).

The position is based at the Montreal duty station. Under the overall guidance of the Chief Officer and the direct supervision of a Senior Programme Management Officer, the incumbent will perform the following functions:

Responsibilities

1 Project review: a) Review consumption data, the technical viability, cost and environmental soundness and carry out quality control of the incoming projects submitted by bilateral and implementing agencies for consideration of the Executive Committee for consistency with the objectives of the Montreal Protocol as well as with the policies and guidelines of the Executive Committee; b) Prepare comments to the bilateral and implementing agencies to address technical, cost and policy issues identified in the review of incoming projects submitted, and if and when required participate in conference calls with bilateral and implementing agencies to resolve those issues; c) Prepare draft pre-session documents on the projects reviewed, including recommendations, as well as project summaries and any other relevant information for the supervisor’s review following the Secretariat standard formats for documents; d) Prepare worksheets with consumption and cost data and undertake data analysis related to projects reviewed and to policy documents when required, provide inputs where required with a view to improving the quality of the project submissions, following existing policies and guidelines of the Executive Committee and ensure consistency of data collected and submitted by Implementing Agencies (IAs) during the project review through cross reference checks with existing Multilateral Fund databases and other submissions; e) Prepare fact sheets from projects completed that could serve as lessons learnt for the future; f) Participate in the discussion of project review issues and related policy documents by providing suggestions on project review approaches for phasing out / down the use of controlled substances and facilitate exchange of information on issues related to the Montreal Protocol.

  1. Use and enhance the Secretariat’s knowledge management system as a tool for monitoring project design and implementation progress: a) Monitor and analyze project information submitted through the database and ensure timeliness of data submission; b) Review relevant documents and reports to ensure consistency with data submitted, and address data and information gaps by communicating with the responsible officers; c) Populate the knowledge management system as and when needed with data and information from the approved projects.

  2. Organizational responsibilities and planning: a) Prepare presentations related to project documents as required in consultation with the supervisor; b) Participate in the meetings of the Executive Committee; c) Perform any other duties that may be required.

  3. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

An advanced university degree (Master's degree or equivalent) in environmental science, economics, social sciences, or related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Appointment against this position is for an initial period of one (1) year and may be subject to extension.
