Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The GEF Chemicals and Waste Unit of the Chemicals and Health Branch is responsible for the development and management of all GEF projects implemented by UNEP in the Chemicals and Wastes focal area. The Programme Management Officer is primarily responsible for the supervision of and support to the GEF Unit Task Manager (GEF implementation) team based in Geneva and Nairobi and home based for consultant. The team is responsible for the identification, development and implementation of projects funded by the Global Environment Facility (GEF) and implemented by UNEP.

The position is located in Geneva, Switzerland. Under the overall supervision of the Chief, Chemicals and Health Branch and the direct supervision of the Senior Programme Officer GEF Portfolio Manager, the incumbent is responsible for the following duties:

Responsibilities 1. Management of GEF Unit technical team: - Acts as First Reporting Officer (FRO) to all technical staff as indicated in the unit organigram: - Manages and monitors workload and delivery of work plans for the unit in line with forecasts; - Supervises and provides advice on project execution to Task Managers and consultants; - Supervises the maintenance of the portfolio records and contributes to UNEP and GEF information and Knowledge Management; - Reports on technical team performance on a weekly basis to the portfolio manager.

2. Project Development and Supervision: - Together with the Portfolio Manager, engages with the GEF on the development of new chemicals and wastes related proposals to the GEF; - Leads the unit in identification and selection of appropriate executing partners; - Supervises project proposal development and ensures proposal meet UNEP and GEF quality-at entry standards; - Defends proposal through the UNEP and GEF review processes and represents UNEP on programmatic steering committees; - Develops and maintains project management systems for delivery of the Chemicals and Wastes Unit's portfolio; - Liaises and cooperates with external project evaluations and ensures that recommendations are considered by execution teams. - Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

3. Corporate Policies and Strategy related duties: - Contributes to UNEP and GEF policies and strategies in relation to overall chemicals and wastes portfolio; - Identifies opportunities to complement the UNEP Programme of Work with GEF-financed initiatives; - Together with the Portfolio Manager, liaises with Multilateral Environmental Agreements (MEAs) Secretariats and other UN Agencies to facilitate joint project development; - Participates in bi-annual GEF Secretarial focal area task forces and contributes to understanding of opportunities for GEF financed actions with UNEP colleagues; - Provides mentoring to the Division's staff in relation to GEF priorities and procedures and contributes to project data reconciliation; - Perform and supervises other similar duties that may be required.

A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
