Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the United Nations System's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The overall objective of the UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

This position is located in the UNEP/Industry and Economy Division, Chemicals and Health Branch, Geneva duty station. Within delegated authority, the incumbent will be responsible for the following duties:

Responsibilities - Develops, implements / executes and evaluates projects funded by the Global Environment Facility (GEF) within the Chemicals and Waste focal area. The projects initially include persistent organic pollutants (POPs) monitoring, the updating and review of the National Implementation Plans under the Stockholm Convention, DDT and PCB projects, and projects addressing industrial and unintentionally generated persistent organic pollutants as well as mercury and emerging policy issues under the Strategic Approach to International Chemicals Management. Monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. - Researches, analyzes and presents information gathered from diverse sources. - Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. - Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems / issues and prepares conclusions. - Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics / activities. - Leads or participates in regional workshops or capacity building missions, including provision of expertise and guidance to academic institutions, external consultants, government officials and other parties and drafting mission summaries and substantial technical reports, etc. - Coordinates activities related to project execution including budget and funding (programme / project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (legal agreements, pledging, work programme, project budget, etc.). - Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Performs other duties as required.

Competencies PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to decisions by the Conference of the Parties to the chemicals and waste MEAs, GEF strategies and UNEP mandates. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. Education An advanced university degree (Master’s degree or equivalent) in chemistry, environmental sciences or a related field is required. A first-level university degree in the same fields, in combination with two (2) additional years of qualifying relevant scientific experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience A minimum of seven (7) years of relevant work experience at the international or national level related to sound management of chemicals and waste is required.

Experience in Global Environment Facility (GEF) project cycle is required.

Experience in development of portfolio and programmes and negotiation with donors is required.

Experience with one of the Chemicals Conventions is desirable.

Experience in international negotiations is desirable.

Experience with the private sector to support implementation of chemicals and waste work is desirable.

A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
