Org. Setting and Reporting This position is located in the Military Performance Evaluation Team (MPET), Office of Military Affairs (OMA), Department of Peace Operations (DPO). The Programme Officer reports to the Senior Military Affairs Officer.

DPO provides political and executive direction to UN peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions. Office of Military Affairs (OMA) works to deploy the most appropriate military capability in support of United Nations objectives; and to enhance performance and improve the efficiency and the effectiveness of military components in United Nations Peace and Political missions. Responsibilities Within delegated authority the Programme Officer will be responsible for the following duties: - Develops, implements and evaluates assigned programmes/projects for the Military Performance Evaluation Team; - Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. - Performs project assignments in collaboration with other team members and other stakeholders in the peacekeeping missions by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan. - Researches, analyzes and presents information related to the performance of the military component gathered from diverse sources. - Coordinates policy development related to military performance evaluation, including the review and analysis of issues and trends on the performance of military component, preparation of military performance evaluations or other research activities and studies. - Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions related to the performance of the military component. - Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, talking points and inputs to documents for Senior Officials. - Prepares technical reports and briefings, delivering informal and formal oral presentations in performance management/evaluation of the military component and interpret and analyze reports and other relevant information on the performance outcomes of reviews. - Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities, related to military performance evaluations. - Coordinates activities related to the team budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports under the supervision of the team leader. - Prepares and participates in visits to missions for reviews, as required. - Performs other duties as required.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; Adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; Solicits input by genuinely valuing others’ ideas and expertise; Is willing to learn from others; Places team agenda before personal agenda; Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; Shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education Advanced university degree (Master’s degree or equivalent) in public administration, international relations, security studies, defence, military science, political or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. National Command or National Staff College degrees obtained from recognised institutions may be considered in lieu of first level degree. National War/Defence College degrees from recognised institutions may be considered in lieu of advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in military profession is required.

At the time of applying for the post the applicant must be a retired military officer at the rank of Army Lieutenant Colonel or Colonel equivalent in other services only is required.

Applicant must have strategic experience at the staff level which is required.

Applicant must have operational experience as a member of a UN peace/peace enforcement/peace support mission is required.

Experience drafting strategic and operational military situation reports is desirable.

Experience in performance evaluation for military component is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
