Org. Setting and Reporting This position is located in the Office of the Chief, Languages Service, Division of Conference Management, Department for General Assembly and Conference Management, Geneva. The Programme Officer will lead the implementation, monitoring and evaluation of the skills inventory component of the Learning and Knowledge Management Programme of professional and General Service staff working in Documentation. The incumbent reports to the Chief, Languages Service.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties: - Develops, implements and evaluates the skills inventory component of the learning and knowledge management programmes/projects within the Languages Service, etc.; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. - Performs consulting assignments, in collaboration with the client (Chiefs of Section, Programming Officers, etc.), by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. - Researches, analyses and presents information gathered from diverse sources, including any use cases that may have been overlooked or omitted, identify the skills and specialized knowledge of most interest to the main potential users, including in identifying platforms to capture the desired skills and specialized knowledge. - Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. - Generates survey initiatives; designs data collection tools; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions. - Organizes and prepares written outputs, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications, etc. - Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. - Coordinates activities related progress reports, financial implications of training, etc.) and prepares related documents/reports (work programme, programme budget, etc.). - Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Conducts skills inventory of desired skills and specialized knowledge. - Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in project or programme management, administration or related area is required.

A minimum of two (2) years of experience in human resources skills inventory is desirable.

A minimum of two (2) years of experience in data analytics or a related area is desirable.

Experience in working with language staff or in working with documentation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English or French is required; knowledge of the other is desirable. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
