Org. Setting and Reporting This position is based in the Office of the Deputy Special Representative of the Secretary-General/Resident Coordinator/Humanitarian Coordinator (DSRSG/RC/HC) within the United Nations Assistance Mission in Somalia (UNSOM), in Mogadishu. The Programme Management Officer will report to the Head of the Integrated Office on matters related to work planning, reporting and administrative requirements.

Responsibilities The Programme Management Officer will provide technical advice to the United Nations leadership in Somalia on youth issues, oversee the revision and implementation of the UN Youth Strategy for Somalia and coordinate inter-agency efforts on youth.

Within delegated authority, the Programme Management Officer will be responsible for the following duties: - Supports coordination of the integrated youth response by the United Nations family in Somalia through the development and implementation of the UN Youth Strategy for Somalia, as well as providing substantive and secretariat support to the Inter-Agency Youth Working Group. - Participates in the coordination, development, planning, implementation and evaluation of assigned youth programme/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Researches, analyzes and presents information gathered from diverse sources relating to youth. - Prepares various written outputs on youth, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Undertakes outreach activities on youth (conducts training workshops, seminars, etc.) and liaises with youth representatives and youth-led organisations across Somalia. - Coordinates activities related to youth budget and funding (youth activities preparation and submissions, progress reports, etc.) and prepares related documents/reports. - Performs other duties as required.

Education Advanced university degree (master’s degree or equivalent) in business administration, management, economics or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in project or programme management, administration, or related area is required.

Conceptual, analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the Internet, Intranet and other databases is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Somali (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Appointment or assignment against this position is for an initial period of one year. Therefore, this position is funded for an initial period of one year. An extension of appointment will be subject to budgetary approval.

The National Professional Officer category shall be of the nationality of the country where this position is located and will be recruited in the country or within commuting distance of the office. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
