This is a UNV National Expert contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Expert contracts.

These positions are in multiple offices of the Economic Commission for Africa. The incumbent will be stationed in one of the Commission’s divisions in Addis Ababa. The Programme Officer reports to the Director of the division.

Within the delegated authority and under the supervision of the Director or his/her designated mandated representative(s), the UNV Programme Management Officer will:

  1. Provides Project Management Office (PMO) support to the Division: • Ensures processes, policies and procedures for annual business planning, work monitoring, and reporting set by the Commission are followed across ECA divisions. Helps to tailor such processes, policies, and procedures where necessary to fit the operational mandate of the Division and shares information with section focal points; • Supplies/modifies templates and reviews inputs to ensure these are in line with management framework/methodologies and instructions for given work. Ensures drafts are produced so as to be cleared by Director; • Facilitates updates on status of work including progress against plans, ensuring the availability of information on Division activities; • Reviews, prepares, and provide inputs to relevant documents and reports; • Ensures plans and related information with the Division are maintained; • Assists with special projects (reports, continuous improvement initiatives).

  2. Provide substantive/technical support: • Researches, analyzes, and presents information gathered from diverse sources; • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies; • Undertakes survey initiatives; designs data collection tools; reviews, analyzes, and interprets responses, identifies problems/issues and prepares conclusions; • Organizes and prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities; • Provide logistical and other support in the running of meetings, workshops, and conferences for the Division.

  3. Provide support in the functional areas of Risk Management and Business Continuity.

  4. Supports other related work as may be required or assigned by the supervisor.

Results/expected outputs: As an active UNECA team member, ensures efficient, timely, responsive, client-friendly, and high-quality support rendered, including: o Preparation of strategic and annual business plans and monitoring and evaluation reports, ensuring management targets are integrated into Division plans; o Identification of resolutions to significant programme/projects issues; o Issuance of: Periodic programme reports to the Accountability and Programme Performance Reviews; related budgets and financial reports; and project proposals for funding background papers, reports, studies, along with other related deliverables; o Contributions to successful meetings, workshops, seminars, and conferences.

Addis Ababa is the capital of the Federal Democratic Republic of Ethiopia. The population is estimated at about 4 million or so. Addis Ababa located in the Ethiopian highlands at an altitude of 2,500-2,700 meters. The climate is sunny and temperate, but it can be very cold at night, with freezing temperature at times. It is therefore advisable to bring warm clothing and foresee using heaters and/or log fires when necessary. Addis Ababa is the headquarters for the UN Economic Commission for Africa as well as the African Union (ex-OAU). Thus, there is a very large community of expatriates from all over the world. There are some 80 embassies/diplomatic missions. Housing is most of the time readily available and the rents are, on average, reasonable. Most foodstuffs, beverages, household goods, furniture and clothing, mostly imported from the Middle/Far East, South Africa and Europe, or local brands, can be found, although they can be expensive. Meat, fish, fresh fruits and vegetables are cheap and abundantly available.

The basic infrastructures - roads, utilities, and telecommunications - are below standard, as are medical facilities, which are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care. There are lots of tourist attractions to visit around the country, although the amenities are often poor to average. Several restaurants around the city serve local or international cuisine and there are numerous social and cultural events throughout the year organized by the international and local communities. Sports facilities (fitness, tennis, swimming, riding, golf, etc.) exist in the major hotels or in different establishments around the city. There are no major or special security concerns within Addis Ababa city limits.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
