The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive

Under the direct supervision of the Senior Mission Planning Officer and/or the Officer in Charge, the UN Volunteer will undertake the following tasks: • Support the Senior Mission Planning Officer (and/or the Officer in Charge) and the Strategic Planning Unit (SPU) in developing and delivering strategic planning processes for Mission-wide integrated mandate implementation; • Ensure comprehensive and regular monitoring of programmatic funding projects and other Mission-wide initiatives in coordination with leading sections and field offices, including ensuring the timely reception and review of M&E data; • In coordination with SPU colleagues, participate in regular meetings of project review committees and represent SPU in various funding streams available for project-based activities in support of the Mission mandate; • Support OCOS, through SPU, in the functioning of the Programmatic Activities Steering Group to improve effective and impact oriented programmatic funding projects aligned to the Mission mandate, including acting as the secretariat for its periodic meetings and liaising with its members; • Review project approval internal memos for compliance with programmatic funding policy and other internal direction and liaise with the Office of the Chief of Staff (OCOS) on programmatic funding approvals; • Support the implementation and revision of the Mission’s strategic plans, with particular sup-port to thematic working groups aligned to the Mission’s core priorities, supporting results-based content for such plans; • In coordination with SPU Colleagues, provide substantive and practical support in implementing the Mission’s mandate and ensuring proper coordination within MINUSMA and with the UN Country Team, especially with regard to integrated planning processes, programmatic interventions and shared analysis; • Work in collaboration with SPU colleagues to support the timely development, implementation and review/reporting for the Mission results-based budget process, with particular attention to the tracking of programmatic funding utilisation and preparing related reports and documentation for review by UNHQ bodies; • Support the implementation of Mission-wide assessment and monitoring and evaluation tools, including the Comprehensive Performance and Planning Assessment System (CPAS), and in collaboration with SPU colleagues, support quarterly monitoring and data collection mechanisms, including CPAS, ensuring that all components of the Mission are adopting monitoring and re-porting practices in line with SPU requirements; as needed; • In collaboration with SPU colleagues, liaise with the Risk Management and Compliance Unit (RMCU) to support the alignment of the Risk Treatment and Response Plans with the Mission Plan • Perform other relevant duties as required. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs: • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• Integrity and professionalism: demonstrated expertise in area of specialty and ability to ap-ply good judgment; high degree of autonomy, personal initiative and ability to take owner-ship; willingness to accept wide responsibilities and ability to work independently under established procedures in a politically sensitive environment, while exercising discretion, im-partiality and neutrality; ability to manage information objectively, accurately and confidentially; responsive and client-oriented. • Planning and organizing: effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; ability to establish priori-ties and to plan, coordinate and monitor (own) work; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities. • Teamwork and respect for diversity: ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and harmonious working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender; • Communication: proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; ability to conduct presentations, articulate options and positions concisely; ability to make and defend recommendations; ability to communicate and empathize with staff (including national staff), military personnel, volunteers, counterparts and local interlocutors coming from very diverse backgrounds; ability to maintain composure and remain helpful towards the staff, but objective, without showing personal interest; capacity to transfer information and knowledge to a wide range of different target groups; • Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards the UN core values.

Project/Programme Management, International Relations, Peace and Security or related matters is required. Previous experience in strategic or programme planning at an international level, interacting with teams, UN agencies, government bodies and international institutions is highly desirable. Experience in planning, budgeting, drafting reports and communication with headquarters is an asset. Knowledge of and experience in contributing to UN Mission or organisation wide plans, Integrated Strategic Frameworks, UNDAFs and/or result-based budget frameworks is a strong asset. Experience in information management and monitoring and evaluation is an asset. Experience in UN field operations or comparable work for governments, international or regional organizations is an asset.

Living conditions and other remarks Bamako is a non-family duty station with a difficult security and working environment. Mali is a non-family duty station. Living conditions are acceptable in Bamako, but security instructions need to be strictly complied with. Adequate housing is available for rent at US$ 500-1500 per month. The national currency is the Franc CFA. Visa credit cards are accepted in some hotels and larger shops. Mali is a country prone to malaria, so mosquito nets are highly recommended. Basic medicines are available from pharmacies, but provision needs to be made for specialized medication. Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff in the course of their assignments in Mali.
