Org. Setting and Reporting The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the External Relations, Strategy, Knowledge Innovation Division (ERSKID) of UN-Habitat.

The Division for External Relations, Strategy, Knowledge and Innovation (ERSKID) is responsible for strategic planning, programmatic direction and operationalization of UN-Habitat's focal point role for the New Urban Agenda, and 2030 Agenda for Sustainable Development in the UN system and for coordination of Emergency Programmes. ERSKID is organized into three Branches, the Strategic Planning and Monitoring Branch, Knowledge and Innovation Branch and the External Relations and Partnerships Branch. The External Relations and Partnerships Branch is charged with promoting strategic alliances to support achievement of the goals of adequate shelter for all, and sustainable urbanization and human settlements development. The Knowledge and Innovation Branch is responsible to lead the development of policies and procedures on results-based management and coordinates the preparation of the strategic plan, programme and budget plans and monitors and reports on global agendas and policy implementation; it leads and facilitates an enabling environment for use and deployment of innovation and data. The Strategic Planning and Monitoring Branch ensures Urban Agenda Platform is used as a vehicle for monitoring and encouraging action on implementing the NUA.

Responsibilities Under the direct supervision of the Director, ERSKID and overall supervision of the Director, Management, Advisory and Compliance Service (MACS) of UN-Habitat, the incumbent will perform a broad range of financial and administrative support tasks associated primarily with project/programme activities. Specifically, the incumbent will perform the following duties:

1) Programme Implementation Functions: a) Assist the Programme Managers and coordinate the preparation, appraisal, approval and revision of project proposals and documents, drafting of institutional contracts and agreements; b) Prepare project budgets, review and analyse the cost estimates and budget proposals; c) Participate in the formulation of policies, guidelines and operating procedures for efficient and effective delivery of project/programme management services; d) Maintain liaison and coordination with donor representatives, project/programme staff and other partners on financial and administrative matters related to project/programme initiation and implementation; e) Ensure consistency and compliance with UN-Habitat’s policies, agreements, directives, guidelines, rules and regulations in the implementation of projects/programmes and initiate appropriate remedial actions.

2) Financial Management and Budgeting Functions: a) Act as the focal point for financial and administrative matters in the respective Division’s work programme and budget and provide advice on financial and administrative matters; b) Act as Certifying Officer within delegated authority for the Division’s projects/programmes and ensure effective and efficient utilization of project resources, ensuring compliance with UN rules; c) Monitor the Division’s programme/project budgets, including but not limited to the annual/biennial budget, allocations and allotment advice; prepare mandatory and other budget revisions to meet changing needs and other requirements; and prepare financial progress reports as required.

3) Management/Administrative Support Functions: a) Provide inputs in setting up proper administrative procedures and systems; b) Facilitate recruitment actions by preparing and/or reviewing job descriptions and terms of references for staff and consultants; c) Facilitate the contracting and procurement actions including appraisal of bids, issuance of contracts and certification of payments of the programmes/projects; d) Prepare regular and ad hoc reports, financial reports, vacancy lists and recruitment/staffing status and any other reports related to the programmes of the Branch.

4) Monitoring and Reporting Functions: a) Manage information on the status of programme related contributions, ensuring counterpart contribution resources are made available, utilized and reported in accordance with underlying agreements; b) Coordinate actions required for closure of completed projects, including required reports, evaluation, final accounts and disposal of project equipment; c) Respond to audit queries as required.

Education Advanced university degree (Master's degree or equivalent) in Business and/or Public Administration and Management or a first level university degree with relevant combination of academic and professional qualifications may be accepted in lieu of the advanced university degree. CPA/ACCA or equivalent qualifications would be an asset.

Work Experience A minimum of five years of progressive experience in project or programme management, administration, financial management or related area including at least two in an international organization is required

Experience in project or programme management, design, development, deployment and ongoing delivery of projects involving strategic planning is desirable.

Work experience of working in an international setting is desirable.

Work experience in Enterprise Resource Management, e.g. Umoja is required

ACCA or CPA certificates is desirable

Experience in budget planning, project implementation and reporting to Donor is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of other UN official language(s) would be an asset.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Appointment against this post is for an initial period of 364 days and may be subject to extension. Staff members are subject to the authority of the Secretary General and to assignment by him or her.
