Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources.

The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. This post is located in the Convention on Biological Diversity (CBD) in the Implementation Support Division (IMS). Under the overall supervision of the Principal Management Officer of the IMS Division and the direct supervision of the Senior Programme Management Officer and Head of the Capacity Building and Knowledge Management Unit (CBKM), the incumbent will perform the following duties:

Responsibilities A. Leads and coordinates the development and implementation of the Bio-Bridge Initiative (BBI) to promote and facilitate technical and scientific cooperation under the Convention: a) Leads the development and implementation of the BBI Action Plan and operations. b) Provides helpdesk services to match Parties and the Indigenous Peoples and Local Communities (IPLCs) that have technical and scientific needs with potential providers of technical assistance. c) Oversees further development and maintenance of tools, including the web platform, to facilitate matchmaking and access to relevant information and resources. d) Undertakes communication and outreach activities. e) Monitors results achieved through BBI and reports them to the relevant CBD bodies. f) Maintains collaboration with other relevant initiatives to promote synergies and complementarity.

B. Contributes to and supports other programmes and mechanisms for promoting and facilitating technical and scientific cooperation and technology transfer in support of the post-2020 global biodiversity framework: a) Maintains a database of potential providers of technical assistance. b) Facilitates cooperation and partnerships among Parties and organizations on common technical and scientific activities and mobilizes complementary technical and financial resources, as appropriate. c) Provides match-making services and other support to facilitate cooperation among Parties and partners, as appropriate. d) Facilitates and supports the planning and organization of activities of the network of technical assistance providers. e) Plans and organizes technical and cooperation round tables, knowledge fairs and exhibitions at major CBD events. f) Facilitates the sharing of relevant information and knowledge through case studies, replicable technical solutions and innovations as well as educational and outreach materials. g) Provides substantive support to the Conference of the Parties and its subsidiary bodies and other intergovernmental meetings and processes on matters related to technical and scientific cooperation and technology transfer.

C. Catalyzes and facilitates the development of technical and scientific cooperation projects and capacity-building initiatives in response to requests for assistance: a) Assists Parties and IPLCs requesting assistance to articulate their technical and scientific cooperation needs. b) Facilitates or coordinates the elaboration of project proposals by partners to address the Parties’ specific requests for assistance. c) Engages existing technical and scientific networks and partners to build the scientific and technical capacities of developing countries, including through South-South, North-South and triangular cooperation. d) Designs and implements capacity-building activities to support developing countries to engage effectively in technical and scientific cooperation activities.

D. Promotes and facilitates the development and transfer of technologies and innovations to support the conservation and sustainable use of biodiversity: a) Organizes biodiversity technology and innovation fairs and expositions. b) Coordinates the development and maintenance of databases and mobile applications to facilitate access to existing biodiversity-related technologies and innovations. c) Compiles and shares through the Clearing-House Mechanism portals relevant information and case studies on technology transfer in the field of biological diversity.

E. Mobilizes funding and technical assistance from donor countries, multilateral institutions, the private sector and other stakeholders for the implementation of Article 18 and other related articles of the Convention.

F. Liaises with donors and provides them with information and progress reports, as required and leveraging opportunities for cooperation.

G. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting

H. Undertakes any other relevant tasks as assigned.

Education Advanced university degree (Master’s degree or equivalent) in natural resource management, biological sciences, environmental law and policy, sustainable development or a related field is required.

A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience A minimum of seven (7) years of progressively responsible experience in international cooperation on biodiversity, environment and/or sustainable development with a strong focus on technical and scientific cooperation, and technology transfer at regional or international levels is required.

Experience in capacity building, partnership development, matchmaking, (including through web-based platforms), project management or resource mobilisation at regional or international levels is desirable.

Experience on biodiversity and sustainable development with UN agencies, international organizations and biodiversity-related networks is desirable.

Previous work experience in developing countries involving South-South, North South and triangular cooperation is desirable.

Two (2) years or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of other UN languages is desirable.
