Org. Setting and Reporting This position is located in the Office of the Deputy Special Representative of the Secretary General, Resident Coordinator, Humanitarian Coordinator (DSRSG RC/HC) of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), The Programme Management Officer reports to the Team Leader of the PBF Secretariat which is imbedded in the RCO Office in the ODSRSG/RC/HC.

The PBF Secretariat has two main functions: 1) support and organize the work of the PBF Steering Committee; and 2) coordinate the work of the UN (RUNOs) and non-UN recipient organizations (NUNOs) within the programming cycle (design, monitoring/evaluation) and ensure synergies of the PBF portfolio and visibility of its programmes. The PBF Secretariat plays therefore a strategic role in the UNCT and MINUSMA as it stimulates inclusive discussions on conflict prevention and peacebuilding in the country. The PBF secretariat also play the role (if applicable) of focal point for the Peacebuilding Commission (PBC) activities. The post is based in Bamako, with possibility to be reassigned to other duty stations within the mission area, according to operational requirements and/or rotation policy of the Mission.

Responsibilities The Office of the DSRSG RC/HC focuses on assisting the Government, local communities and the United Nations Country Team (UNCT) deliver early recovery and stabilization programmes effectively, whilst also supporting the articulation of longer term development plans that build on the immediate benefits delivered by these programmes. The Pillar is responsible for coordinating the Mission’s and the UNCT’s efforts in developing early recovery strategies and related programme delivery frameworks including the United Nation’s Sustainable Development Strategic Framework (UNSDCF), donor coordination and advocacy initiatives and coordinating the United Nations efforts with the Government’s Plan for Sustainable Peace Building. The Office ensures effective coordination between MINUSMA and the UN Country Team, supports close collaboration with national and international partners, and promotes coherence of effort and effective targeting and management of priority programmes with emphasis on early recovery to support peace consolidation. Central to this is the ability to monitor and assess the impact of United Nations programmes on the ground, allowing the adjustment and scaling up of successful initiatives to ensure meaningful impact and equitable distribution of socio-economic gains are realized within beneficiary communities.

Responsibilities. The Programme Officer works under the guidance of the Team Leader of the PBF Secretariat and under the overall direction of the DSRSG RC/HC. S/he will lead a small team in developing a coherent package of Peace Building initiatives addressing a broad spectrum of socio-economic issues across service delivery sectors in close coordination with MINUSMA components, the United Nations Country Team and humanitarian actors. More specifically, s/he will: •Provide analysis and strategic advice to the DSRSG/RC/HC, UNCT and MINUSMA on governance, peacebuilding, conflict prevention, management and the prevention of violent extremism programmes in Mali and help link initiatives in a systematic manner in collaboration with national counterparts;

•Provide leadership and strategic guidance to the design, launch and implementation of PBSO-funded projects and activities and engage closely with the PBF Steering Committee; •Provide programme support to the PBF Secretariat and recipient organizations, helping them to ensure relevance of the projects to country and regional context including crisis situations and conflict prevention; •Ensure linkages between PBSO portfolio and UNCT’s efforts to achieve the UN Sustainable Development Cooperation Framework (UNSDCF) and the Integrated Strategic Framework (ISF) strategic goals and plans; •Support the UNCT and the HCT in making programmatic linkages including to support the strengthening of the nexus between peace, humanitarian action and development; •Ensure delivery of high-value capacity development and training to UN Country Team staff and key national partners on conflict analysis, conflict prevention and/or conflict- sensitive development, ensuring that the gendered dimensions of conflict are adequately reflected through analysis produced and meaningfully addressed through programmatic efforts. •Support the monitoring and evaluation officers in their data collection and analysis efforts; •Manage incoming field missions and ensure that relevant field data and information is available for the DSRSG/RC/HC pillar; •Contribute to ensuring that activities carried out by MINUSMA and UN agencies are consistent with the peace building agenda as defined by MINUSMA, UN Agencies and the government of Mali; •Liaise with relevant substantive sections of MINUSMA, UN Agencies, government counterparts, civil society and donors for a coordinated approach to peace building at field level; •Produce regular and high-quality reports and analysis on the status of implementation of peace building programmes in the field.

Education Advanced university degree (Master’s degree or equivalent) in social sciences, development, economics, international relations, business or public administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in the field of political, civil or humanitarian affairs, post-conflict recovery and/or development, programme management, or a related field is required. A minimum of two years of field work coordinating interdisciplinary and multidimensional programmes and projects in a post-conflict context is required. Specific programmatic experience in one or more of the following areas: reintegration of conflict-affected populations, income generation/livelihood, national dialogue, and/or confidence-building/reconciliation; and direct experience in partnership building, coordination and managing projects in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or non-governmental organization in a field based environment is desirable. Field experience in West Africa/the Sahel is desirable. Experience in providing strategic support to development of external relation, resource mobilization or fund raising in the context of development cooperation or related area is desirable. Experience with inter-agency or inter-organizational collaboration/coordination in the development sector is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English and French (both oral and written) is required.
