Org. Setting and Reporting This position is located in the Office of the Under-Secretary-General (OUSG) of the Department of Economic and Social Affairs (DESA). Information on DESA is available on the following website: http://www.un.org/en/development/desa/index.html.

Within delegated authority and under the supervision of the Chief of Office of the Under-Secretary-General for Economic and Social Affairs, the Programme Management Officer will provide support to the Principal Economic Affairs Officer, Strategic Planning and Communication Services in the Office of the Under-Secretary-General for Economic and Social Affairs.

Responsibilities Within delegated authority and under the supervision of the Principal Economic Affairs Officer, SPCS, the Programme Management Officer will be responsible for the following duties:

(1) Research and policy development on key issues on the UN Agenda. (2) Monitor trends and issues emerging from the intergovernmental processes and new or emerging development issues and challenges of potential concern to the international community on economic, social and sustainable development. (3) Provide substantive support to the Under-Secretary-General and Assistant Secretaries-General in policy development, including thorough review, analysis and provision of advice on issues and trends; preparation of draft position papers, policy notes, evaluations or other research activities, support to Strategic Planning Processes in the Departments. (4) Support the establishment and operation of inter-divisional working groups and task forces and other ad hoc arrangements intended to develop and implement policy initiatives and programmes on cross-cutting issues. (5) Help to ensure coordination among working groups to effect synergy, strengthen coherence and minimize duplication of the work programme. (6) Participate in the development of policy notes and position papers and other measures to promote strategic integration and policy coherence, and build synergies among programme activites, including strengthening the links among Departments' normative, analytical and operational work. (7) Support the focal point for the Executive Committee and Deputies Committee of the Secretary-General and, as required, for other interdepartmental processes, providing direct support to the Under-Secretary-General, who, as Convener of the Executive Committee of Economic and Social Affairs (ECESA), serves as a Member of the Executive Committee. (8) Manage and facilitate the Department's engagement in the leadership of consultation processes on relevant issues, and support departmental follow-up to the decisions arising from the Committee's work. (9) Facilitate, in close collaboration with the ECESA Secretary, the engagement of ECESA entities in consultation processes and follow-up, as well as positioning items for the Committee's consideration. (10) Perform other duties as required.

Education Advanced university degree (Master's degree or equivalent degree) in economics, social sciences, international relations or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in policy analysis and strategic planning related to economic and social development issues is required.

Experience in the work of United Nations and the relevant intergovernmental processes related to policy development and decision-making is required.

Experience in communication is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of a second official UN language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
