The salary for this job should be between 132,179 USD and 170,418 USD.

OBJECTIVES OF THE PROGRAMME

The overall objective ofthe Cluster is to provide leadership and ensure action in supporting Member Statesin building and sustaining resilient health systems that provide equitable access to quality essential health services to people across the life course using people-centered approaches. This is done by strengthening leadership, governance and advocacy for health; improving the availability of and access toquality and motivated health workforce, improving access to essential medicines, vaccines, diagnostics and devices; strengthening country capacity indata and innovation, and improving access to quality essential health services,especially at the Primary Health Care level; while reducing the number of people suffering financial hardship in order to contribute to the attainment of Universal Health Coverage (UHC) and the SDGs in the WHO African Region. The Clusteris responsible for the following technical areas - Health Strategies and Governance (HSG); Health Financing and Investment (HFI); Health InformationSystem (HIS); Medicines Supply, Health Infrastructure, and Equipment Maintenance (MIM); Health Workforce (HWF); Reproductive, Maternal Health and Ageing (RMH); and Child and Adolescent Health (CAH)The Cluster provides leadership and vision to the above and related areas of work in the WHO African Region and facilitates planning, programming, implementation, monitoring and evaluation of services in an integrated approach. The Cluster responds to the needs of the population through collaborating with the ARD, UHC/CND, UHC/HP and EPR Clusters in facilitating the delivery of equitable and people-centered health iservices across the life course, including expanding access to essential maternal, newborn and child health services to savethe lives of women, children and adolescents, and strengthening the resilience of health systems against threats. It also coordinates across clusters the implementation of guidance and policies for continuity of essential services during emergencies. The Cluster also develops strategic partnerships, mobilizing capacities in the region in the pursuit of its objectives and contributes to cross-Cluster resource mobilization in order to achieve universal coverage for significant improvement in health outcomes using Primary Health Care as a delivery vehicle. The Director's Office is responsible for developing, leading, monitoring and evaluating the work of the UHC-LC Group and coordinating its action with WHO Headquarters, Clusters, and partner agencies and institutions.

DESCRIPTION OF DUTIES

Coordinate operational planning and undertake regular planning reviews with teams at all levels and provide recommendations for adjustments based on technical and/or emergency needs. Coordinate performance monitoring and assessment in the cluster to measure progress towards defined priorities and results including coordinating the quarterly, semi-annual, mid-term and end of biennium review and reporting processes. Support the documentation of the achievements of grants and initiatives through regular progress reports, contribute to development of newsletters and support teams to document best practices. Facilitate regular and effective communications with relevant country and HQ colleagues in issues (financial and technical) relating to management and maintaining records of grants and initiatives. Monitor the timely reporting (technical and financial) on the progress of grants and initiatives as per signed donor agreements and facilitate relevant managerial actions as may be needed. Report on identified programme management issues and risks if any and liaise with the Director and/or relevant staff to ensure timely mitigation and resolution. Contribute to resource mobilization efforts by supporting the development of results-focused proposals, donor agreements and other grant-related instruments ensuring quality and alignment with WHO policies, pertinent documents and other administrative provisions. Oversee and/or design standardized methods of capturing and consolidating evidence on health interventions as well as document lessons learnt, best practices and trend analyses to support health sector/cluster coordination and responsive decision-making. Build and manage a stakeholder database of key operational partners with the aim of strengthening multi-sectoral dialogue and collaboration for improved health sector performance. Plan and organize regional meetings including the annual review and planning meetings in close collaboration with countries and partners Performany other related duties, as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in Public Health, Medicine, Public Administration, Business, Social Sciences or related field. Desirable: Specialized training in planning, results-based management and/or project management. Knowledge of WHO Planning,Budgeting and Monitoring framework.

Experience

Essential: A minimum of seven (7) years of combined national and international experience in programme management in a public health context. Desirable: Experience in providing programmatic and/or technical assistance through or within the UN system. Work experience in project management.

Skills

Strong theoretical and practical knowledge in results-based management in the health sector; Strong technical skills in public health and health systems development, preferably in low resource settings Proven technical analytical skills; Report writing capacities Knowledge and experience in quantitative and qualitative research methods; Ability to manage multiple issues and tasks and reprioritize actions including on short notice; Ability to propose innovative approaches and solutions to challenging situations; Excellent oral and written communication skills including the development of written reports and oral presentations; Interpersonal skills, and ability to work with different teams; Familiar with value-for-moneyprinciples, resource mobilization and communication for impact; Demonstrated capacity to foster internal (within Country Teams) and external collaborations with various stakeholders including Member States and partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3440 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
