Org. Setting and Reporting The position is located in the Office of Secretary General’s Envoy on Youth. The Programme Management Officer reports to Senior Public Information Officer (SG Envoy on Youth).

The Office of the Secretary-General's Envoy on Youth (OSGEY) plays a lead role in the UN's efforts on youth development, focusing on raising international awareness of and bringing attention to promoting youth rights and stronger youth participation in formulating, implementing and evaluating the various development, peace and security, human rights and humanitarian frameworks. Advocating and effectively communicating with other UN Agencies/Departments, UN Country Teams, International Organizations, Member States, Media, Civil Society and most importantly young people and youth organizations all over the world is core to OSGEY’s work.

OSGEY plays a lead role in advancing the roll-out, implementation and monitoring of the UN Youth Strategy, "Youth2030", that guides the entire UN System’s work with and for young people and seeks to facilitate increased impact and expanded global, regional and country-level action to address the needs, build the agency and advance the rights of young people around the world. A Youth2030 Secretariat has been established in OSGEY to support system-wide coordination of Youth2030 implementation.

The focus of these job is to support promotion, planning, research, and capacity building efforts on young people’s civic and political participation as described in Youth 2030.

Responsibilities - Participates in the development, implementation and evaluation of assigned projects, related to young people’s civic and political participation, including coordination of the Be Seen Be Heard and Not Too Young To Run campaigns; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, including UN, civil society, youth and private sector; identifies and tracks follow-up actions. - Researches, analyzes and presents information gathered from diverse sources on young people’s civic and political participation. - Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. - Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. - Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Undertakes and/or supports OSGEY’s advocacy efforts and communication, outreach activities, and campaigns related to young people’s civic and political participation; conducts online/onsite briefings/trainings, workshops, seminars, etc.; chairs meetings, and makes presentations on assigned topics/activities. - Participates in and/or prepares field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. - Supports timely implementation of OSGEY’s activities related to young people’s civic and political participation, including budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). - Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration, youth development/empowerment or related area is required.

Experience with project management, strategic advocacy and campaigns is required.

Current knowledge of sustainable development, global affairs and trends is required.

Experience in managing projects/initiatives on civic and political participation focusing on youth is desired.

Experience with multi-stakeholder coordination and working with the UN on youth issues is desirable.

Experience working with youth-led civil society and/or on youth rights is desirable.

Experience working with private sector partners in a non-profit and/or intergovernmental context is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
