Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus, by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy and strengthening the environmental management capacity of developing countries and countries with economies in transition.

UNEP's Regional Seas for the Caribbean, Regional Coordinating Unit (CAR/RCU) is the Secretariat for the Caribbean Environment Programme (CEP), established in 1981 and which is managed by and for the diverse wider Caribbean nations and territories. CAR/RCU is also Secretariat for the Cartagena Convention for the Protection and Development of the Marine Environment in the Wider Caribbean Region (WCR) and its associated Protocols. Implementation of the Convention and its Protocols is supported through the execution by UNEP's CAR/RCU of regional programmes, projects and activities.

This post is located in the Caribbean Regional Coordinating Unit (CAR/RCU), at the Caribbean Environment Programme (CEP) Secretariat of the UN Environment in the Kingston duty station in Jamaica. Under the general supervision of the Coordinator of the CAR/RCU the incumbent will be responsible for the overall coordination, implementation and further development of the Cartagena Convention’s Protocol concerning Specially Protected Areas and Wildlife (SPAW) and its regional programme on biodiversity management, The incumbent will be responsible for the following duties:

Responsibilities 1. Coordinate, promote and follow-up the implementation and further development of the SPAW Protocol among the 28 governments of the region, as well as other international/regional multilateral agreements and initiatives of relevance to SPAW:

  • Provide advice, guidance and follow-up to the Contracting Parties on the implementation of the requirements of the SPAW Protocol and its Annexes.
  • Prepare and organize meetings of the Parties and/or the Scientific and Technical Committee.
  • Provide support, follow-up and participate as appropriate in the intercessional work of the group of experts.
  • Provide guidance and monitor the work of the Regional Activity Centre (RAC) for SPAW.
  • Coordinate and follow-up with Secretariats of relevant global and regional Multilateral Environmental Agreements (MEAs) and initiatives.
  • Promote the SPAW Protocol within and outside the region.

2. Coordinate, develop and supervise the daily implementation of the activities of the SPAW regional programme:

  • Develop, for the approval of the Parties, the yearly and bi-annual work plans and their budgets.
  • Prepare and organize technical meetings and workshops pursuant to the approved Work plan and activities.
  • Negotiate and develop agreements with governments, non-governmental organizations and institutions.
  • Prepare terms of reference and project documents.
  • Oversee ongoing contracts with local, national, sub-regional, regional or international institutions/organizations and/or consultants.
  • Monitor and provide guidance to the local, national, sub-regional, regional or international institutions/organizations.
  • Develop, follow-up and/or participate in the technical regional or sub-regional networks established under the programme or related to SPAW activities.
  • Evaluate implemented activities and make recommendation for payment or non-payment of contracts/agreements.
  • Prepare or supervise the preparation of technical papers, reports and background information.

3. Assist the Coordinator with the implementation and development of the Caribbean Environment Programme in general:

  • Provide inputs on matters related to biodiversity, coastal and marine resources management and sustainable tourism.
  • Assist in the preparation and organization of experts.
  • Provide advice and guidance on direction and approaches for activities relevant to the technical aspects of the CEP.
  • Promote the incorporation of relevant global, regional and sub-regional scientific research and Assessment programmes into national policies.
  • Review, analyze and provide recommendations on technical reports.
  • Represent UNEP at meetings organized as part of CEP.
  • Assist the Coordinator in fund-raising issues for the CEP.

4. Perform other duties as required.

Competencies PROFESSIONALISM: Good knowledge of coastal and marine issues in the Wider Caribbean. Knowledge of the internal policies, processes and procedures generally and in particular to those related to programme /project administration, implementation and evaluation, technical cooperation, programming and budgeting. Ability to identify and resolve a range of issues/problems and to work well with figures, undertake basic research and gather information from standard sources. Demonstrated ability to apply good judgment in the context of assignments given. Excellent oral and written communication skills. PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work, foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary, uses time efficiently.

TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education Advanced University degree (Masters or equivalent) in biological or natural sciences with strong concentration in at least one or two of the following areas: climate change issues, biological diversity and sustainable marine resources management, protected areas, species conservation or related field is required. A first level university degree ( Bachelor's degree or equivalent) in the same fields in combination with two (2) additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Minimum of seven (7) years of experience in programme or project development, management, and/or implementation or natural resources management or environment related field, of which a minimum of four (4) years should be at the international level is required.

Regional exposure and/or experience with environmental programmes and projects in the Wider Caribbean is desirable.

Experience in working with the scientific and technical community is desirable.

Experience in working directly with regional and/ or international agencies and/ or mechanisms is desirable.

Familiarity with the UN system or a similar International organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Spanish desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
