Org. Setting and Reporting This position is located in Secretariat of the UN Secretary-General's Special Envoy for Road Safety hosted at the Economic Commission for Europe, based in Geneva, Switzerland. The P-3 Programme Management Officer reports directly to the P-4 Programme Management Officer. The focus of this job is to provide support, assist in the implementation of the programme of work, communications and other activities of the United Nations Secretary-General's Special Envoy for Road Safety.

This position is a project position and is initially available through 31 December 2022, with possibility of extension.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Participates and assists in the development of the programme of work and activities of the Special Envoy and assists in monitoring and analysing their implementation; assists in reviewing relevant documents and reports; liaises with relevant parties and ensures follow-up actions.

  • Researches, analyses and presents information gathered from diverse sources to be used by the Special Envoy.

  • Assists in development, review and analysis of issues and trends relevant for road safety, preparation of evaluations or other research needs for the Special Envoy.

  • Assists in preparation of various written outputs, e.g. draft background papers, analysis, speaking notes, speeches and other inputs for the Special Envoy.

  • Provides substantive administrative and organizational support to consultative and other meetings, conferences, including preparation of documents and presentations etc.

  • Assists in preparation of outreach activities by the Special Envoy; makes presentations on assigned topics/activities. Leads contact with UN Country Teams and UN Resident Coordinators for the preparation of communication activities on the occasion of SE’s country visits, with a focus on developing countries.

  • Participates, when needed, in field missions with the Special Envoy and assists in drafting mission summaries and other materials.

  • Provides main support to activities related to preparation and submissions of the budget and financial documents for the Special Envoy (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents and reports (pledging, work programme, programme budget).

  • Develops and produces a brochures and materials on the Special Envoy's mandate in the framework of the Global Plan for the Second Decade of Action on Road Safety (2021-2030), to support the Special Envoy during his engagements.

  • Manages the Special Envoy‘s social media accounts, creating and publishing content on a regular basis.

  • Manages the website of the Special Envoy, drafting and creating content to inform about the SE, his missions, activities and accomplishments. This will entail preparing the launch of a new website.

  • Manages the Special Envoy’s press relations (interviews, press conferences, etc.), notably around his missions and high-level contacts. Drafts news, blogs and press releases about the Special Envoy’s activities.

  • Performs other duties as required.

Education An advanced university degree (Master's or Doctorate degree, or equivalent) in business administration, management, economics, communications or related fields is required.

A first-level or advanced degree (Bachelor's, Master's or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, outreach and communications, administration or related areas is required.

Experience in coordinating communication activities across the UN system (NY DGC; UN Information Centres; Regional Commissions; UN Country Teams) or similar global organization network is desirable.

At least one year experience working with road safety related issues at a national or global level is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
