- A minimum of seven years of experience in programme/project design using result framework, management, administration is required.
- Fluency in English is required.
- Knowledge of French is an advantage.
- Expertise in mainstreaming toolkits such as integrated planning and reporting toolkit is also required.
Result of Service The objective of the consultancy assignment is to provide support in the area of programme/project management that includes monitoring and reporting based on the Result-Based-Management (RBM) principles to ensure the efficient and effective implementation of planned outputs and outcomes.
Work Location Addis Ababa
Expected duration The consultancy assignment will have a duration of 12 months from the date of signing of the contract.
Duties and Responsibilities Background
The Economic Commission for Africa (ECA): is one of the five regional commissions of the United Nations mandated to promote inclusive and sustainable economic and social development of Africa. Over the past decades since its establishment, ECA has undergone several organizational transformations and renewals to position itself to ensure that it remains relevant to the needs and aspirations of its member States. ECA’s vision is framed around generating ideas for Africa’s prosperity and is encapsulated in its motto: ideas for a prosperous Africa. The mission of ECA is to deliver ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, convening, think tank and operational. The work of the Commission is guided by the following five strategic directions: a. Building on the unique position and privilege of ECA to foster local responses and adapt global solutions to the continent’s problems; b. Formulating policy options to accelerate economic diversification & job creation for the transformation of Africa; c. Designing and implementing financing and leverage models for the development of human, physical and social infrastructure assets; d. Supporting ideas and actions to foster deeper regional integration, and the development of regional public goods, with a focus on peace, security and social inclusion; and e. Advocating for the common position for Africa at the global level and develop regional responses as a contribution to global governance issues.
The Decade of Action: In January 2020, world leaders called for a Decade of Action to deliver the SDGs by 2030 through ambitious action and accelerated sustainable solutions to tackle major global challenges. The Decade of Action to deliver on the SDGs has become more crucial in light of COVID-19 pandemic that has presented enormous new challenges for the achievement of the SDGs within a decade. Achieving the SDGs at the scale and speed required to attain a prosperous Africa by 2030 calls for rethinking implementation modalities; financing models and investments in catalytic accelerators. A fresh perspective on how Africa can hasten progress with the SDGs up to 2030 is urgently needed for several reasons. To this end, ECA seeks to contract a suitably qualified and experienced consultant to support the implementation and management of projects and programmes, designed to strengthen ECA’s support to its member states and Regional Economic Communities (RECs) to accelerate green growth and socio-economic progress to eradicate extreme poverty and reduce inequality. The purpose of this Terms of Reference is to define the scope of the assignment, outline expected deliverables, timelines and to invite expressions of interest to undertake the consultancy assignment advertised.
Objective of the consultancy assignment The objective of the consultancy assignment is to provide support in the area of programme/project management that includes monitoring and reporting based on the Result-Based-Management (RBM) principles to ensure the efficient and effective implementation of planned outputs and outcomes.
Duties and Responsibilities: Under the direct and overall supervision of the Director of Macroeconomics and Governance Division, the consultant will work closely with the project team and any other person assigned by the Director of the Division. This includes contributing substantively to the various reports related to the management of the project and provide support to the project team by bringing his/her knowledge on result-based management for efficient and effective achievement of the project’s outputs. Specific tasks of the consultancy assignment are as follows:
- Develop project implementation plan (i.e. action plan)
- Coordinate all project-related activities and monitor progress as per the project action plan.
- Keep track of a project’s progress and ensure that activities are implemented in an effective and timely manner as well as its completion before the deadline.
- Identifies problems and issues to be addressed and initiates corrective actions.
- Coordinate, maintain and initiate effective communication with key stakeholders that are involved in the project implementation. This includes liaising with relevant ECA offices such as Finance, Partnerships & Resource Mobilisation etc…, national governments and implementing partners; and ensures follow-up actions.
- Monitor expenditures and create detailed reports for Management. This includes preparing budget performance reports, analyses variances between approved budgets and actual expenditures; monitors project budget performance.
- Organise and service all relevant meetings, field visits, workshops, and training activities related to the implementation of the project.
- Coordinates, collects, and centralizes all information about the activities of the project.
- Coordinates the implementation of monitoring and evaluation plans for the program
- Develop monthly updates on activities.
- Identify project opportunities, challenges and contribute to the refinement and adjustment of the project timeline.
- Ensure project best practices and lessons learned are captured and disseminated.
Performs other duties as required.
Qualifications/special skills Academic Qualifications: Advanced University Degree (Master's degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of seven years of experience in programme/project design using result framework, management, administration is required. Expertise in mainstreaming toolkits such as integrated planning and reporting toolkit is also required. Language: English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of the other is an advantage.
