Org. Setting and Reporting This position is located in the Executive Office of the Secretary-General. The incumbent reports directly to the Special Adviser to the Secretary-General on Strengthening Programmatic Integration.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Supports the work of the Special Adviser to the Secretary-General on strengthening programmatic integration by providing policy, technical and operational advice in the areas of his work, with a focus on linkages with humanitarian-development collaboration and links to peacebuilding, with a focus on Sustainable Development Goals (SDG) achievement, across policy, planning and programming.
  • Conducts mappings, collates information, distills key opportunities, and produces timely and quality analytical products and briefing material on cross-pillar humanitarian-development collaboration and linkages to peace to help countries achieve the SDGs (including in relation to the integration review, UNSDG planning tools for cohesive support to countries facing crisis or transition processes, mechanisms to enhance coherence including the Joint Steering Committee to Advance Humanitarian and Development Collaboration, and other tools and approaches to prevention and transitions).
  • Supports the preparation on the proposal of the Secretary-General to fund peacebuilding activities from assessed contributions.
  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in data management, integration, research and analytics is desirable.

Experience working in an international organization setting is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is temporarily available until 30 April 2022, extension is subject to availability of funding.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.
