Org. Setting and Reporting he United Nations Human Settlements Programme, UN-Habitat, is the United Nations Agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The Land, Housing and Shelter Section under the Urban Practices Branch of UN-Habitat has the mandate to develop, test and disseminate pro-poor and gender-responsive approaches in regard to land management, innovative residential tenures, affordable land management/administration systems, and land-related regulatory/legal frameworks and tools. The Section is also hosting the Global Land Tool Network (GLTN) Secretariat, a coalition of international partners aimed at securing land and property rights for all through the promotion of the continuum of land rights approach and the development of pro poor, gender-responsive and fit-for-purpose land policies, tools and approaches.

This international consultancy post for "Land Reform Specialist" is to provide the policy and strategic support to DRC land reform process particularly in the development/finalization of the national land policy and in the implementation of appropriate pro-poor, gender-responsive and fit-for-purpose land tools and approaches to address land governance challenges. Specifically, the post is created to support the implementation of land-related programmes in DRC in relation to supporting land policy reforms, tenure security improvement, land administration and land information using UN-Habitat and GLTN innovations and strategies.

The "Land Reform Specialist" directly reports to the Section Chief, Land, Housing and Shelter or any authorized staff. The focus of this post is to provide policy and strategic support to the land and slum upgrading related programmes in DRC, particularly the CAFI-supported Support to Land Reform Programme and Participatory Slum Upgrading Programme (PSUP)

Responsibilities Under the overall guidance of the Chief, Land, Housing and Shelter Section, the incumbent will be responsible for coordination and management of country level operations of GLTN Programme Phase 3 projects in DRC by ensuring the programme in DRC is well managed and monitored for result-oriented country programme/project operations.

This incumbent will work in coordination with a team of core staff members and in collaboration with implementing partners, local authorities and Ministry of Lands, facilitating programme implementation and delivery of planned outputs in line with donor agreements and work plans in DRC.

On Land Policy Reform Processes in DRC: - Supervise and coordinate the conduct of research in regards to linkages of land tenure security and REDD Plus including in regards to multi-stakeholder consultations. - Provide substantive and technical inputs in the review and amendments of land laws and regulations consistent with the draft National Land Policy and DRC’s priorities.

On Knowledge Management and Partnership Building: - Provide substantive and technical inputs in the review and finalization of knowledge management products and materials produced by key implementing partners and government authorities at national and provincial levels.

On Land Tenure Security, Land Information and Land Administration: - Provide substantive and technical inputs in the implementation of specific land tools and approaches towards providing tenure security in pilot communities. Provide substantive and technical inputs in the operationalization of land information systems in two provinces including in the development of technical guides and manuals. •Supervise and coordinate the design and development of fit-for-purpose land administration strategies in two provinces in consultation with government authorities and implementing partners.

On Over-All Programme Implementation and Operations: Supervise and coordinate the implementation of all cooperation agreements with implementing partner organizations including from non-government organizations, Universities and government authorities towards efficient, participation.

Competencies Professionalism: Knowledge and understanding of land related issues in DRC and in Francophone countries. Ability to identify issues, analyse and participate in the resolution of issues/problems. Ability to collect data using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in land administration/management, law/legal, international development or related area or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience At least five years experience working on land tenure, land use and land administration.

Experience on research, coordination, capacity development, knowledge management and documentation on land law and tenure and other related issues is required

Previous work experience in the United Nations entity or similar organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in both French and English language (both oral and written) is required.
