Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This post is located in the Latin America and the Caribbean Office at the Panama Duty Station. Under the direct supervision of the Climate Change Coordinator for Latin America and the Caribbean, the incumbent will support the Climate Change Unit in the accomplishment of its Programme of Work, as specified in Programme documents. Under the direct supervision of the Climate Change Coordinator for Latin America and the Caribbean, the incumbent will be responsible to coordinate and support the implementation of projects and initiatives related to climate change mitigation in Latin America and the Caribbean, this includes the following duties:

Responsibilities 1.Participates in the conceptualization and implementation of projects related to climate change mitigation in Latin America and the Caribbean in order to execute and expand the climate change portfolio. Contributes to the mobilization of resources, and development of project proposals, engaging with donors and relevant partners; Identifies project opportunities and contributes to the design and conceptualization of projects in accordance with regional and country needs and mandates; Facilitates relations with national authorities, private sector, NGOs, experts, regional organizations and other partners within the UN system to ensure the implementation of the project activities. Participates in the development of strategic partnerships, at the regional and national level, identifies synergies and builds cooperation to ensure a stronger impact. Identifies potential problems and issues, and addresses them on time with proposals for corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.; Identifies synergies with other related initiatives from UN Environment and/or strategic partners and builds strategic partnerships with relevant stakeholders for the implementation of the climate change programme of work 2.Provides substantive technical support to governments and strategic partners on climate change mitigation in order to implement the climate change programme of work. Assists in policy development, including the review and analysis of issues and trends on climate change mitigation, preparation of evaluations or other research activities and studies to the related areas of work; Researches, analyzes and presents information to assist decision-making related to the areas of work. Provides substantive support to consultative meetings, conferences, workshops, including the preparation of the agenda topics, identification of participants, preparation of documents and presentations, etc. Participates in or leads field missions, including the provision of technical assistance to external consultants, government officials and other parties, capacity development, monitoring purposes and drafting mission summaries for the project as well as other initiatives related to climate change mitigation. Reviews relevant documents and reports and provide feedback. Prepares various written outputs, such as background papers, terms of reference, analysis, sections of reports and studies, inputs to publications, etc. 3.Contributes and capacity building and knowledge creation on strategic areas related to climate change mitigation, through online platform(s), face-to-face workshops and outreach activities at both regional and national levels in order to improve the necessary skills of representatives of public and private sector and other relevant stakeholders. Support implementation of activities of the MOVE Electric Mobility in Latin America and the Caribbean knowledge platform, including the organization of periodic webinars for representatives of public and private sector and other relevant stakeholders on electric mobility and liaises with respective UN Environment programmes and initiatives. Prepares presentations or documents on assigned topics/activities, Contributes to the organization, formulation and/or delivery of capacity building activities related to climate change mitigation in Latin America and the Caribbean, including face-to-face workshops, presentations or webinars. Identifies partners, technical experts and other relevant stakeholders to support the delivery of workshops as well as assists in the identification of participants 4.Performs administrative activities, reporting, monitoring and budget in order to ensure the delivery of results at the regional and national levels. Ensures adherence to the UN procedures and legal instruments for implementing partners, consultants and procurement. Supervises performance and delivery of consultants and staff; Conducts and contributes to the overall project monitoring, reporting and evaluation, including preparing progress reports, both narrative and financial. Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). Participates in the development of national and regional work plans. Prepares briefings, newsletters, presentations, as well as other communication tools/reports, to disseminate the work with substantive technical input among the relevant national and regional stakeholders and in regional meetings e.g. Regional Forum of Ministers of the Environment. Performs other duties as required

Competencies PROFESSIONALISM: knowledge of climate change mitigation in the region and at the global scale, solid experience working with governments and private sector and overall good understanding and knowledge of the region; good knowledge of climate change mitigation issues and trends, as well as associated policy and business models related to aforementioned topics; expertise in programme/project implementation at regional and national levels. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education Advanced university degree (Master's degree or equivalent) is required with preference in engineering, applied science, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in project and programme management in the field of climate change mitigation, including experience in technical assistance, resource mobilization, knowledge creation and capacity building related to this field is required. Experience at the international level and in the UN system or similar organizations is desirable. Practical experience in working with public and private institutions is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post fluency in oral and written English and Spanish is required. Knowledge of another UN working language is an asset.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
