Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aiming at the coordinated and concerted conservation and management of migratory species and the ecosystems on which they depend. The Convention Secretariat is administered by UNEP.

CMS Office – Abu Dhabi is the CMS Secretariat's sole regional hub and coordinates the CMS MoU on the Conservation and Management of Dugongs and their Habitats throughout their Range (Dugong MoU) and the CMS Memorandum of Understanding on the Conservation of Migratory Birds of Prey in Africa and Eurasia (Raptors MoU). The Office takes innovative steps to promote and implement conservation activities for dugongs, African-Eurasian raptors and other migratory species of regional importance.

The Dugong MoU aims to promote and support Signatories in taking coordinated actions to ensure the favourable conservation status of dugongs and their seagrass habitats throughout their extensive range. The core functions of the Dugong MoU Secretariat include: (a) providing secretariat services to the MoU, the Meeting of Signatories and any advisory bodies; (b) coordinating and supporting project development and funding, capacity building and partnerships to implement the Dugong MoU's work programme; (c) promoting interest in and outreach for the Dugong MoU and its initiatives; (d) capturing synergies with other international initiatives and processes related to dugongs and seagrasses; and (e) undertaking supervisory, administrative and financial management-related responsibilities to facilitate operations of the Dugong MoU Secretariat and CMS Office – Abu Dhabi.

The Programme Management Officer heads the Dugong MoU Secretariat. The Programme Management Officer will collaboratively co-supervise an Associate Programme Management Officer who supports the work of the Raptors MoU and the Dugong MoU, while also supporting CMS Office - Abu Dhabi. The Programme Management Officer also acts as director of the International Climate Initiative Seagrass Ecosystem Services Project (until 2023) and acts as team leader.

The post is located in the Abu Dhabi duty station. Under the overall supervision of the CMS Executive Secretary, and the direct supervision of the CMS Office – Abu Dhabi Executive Coordinator, the Programme Management Officer as Head of the Dugong MoU Secretariat will be responsible for the following duties:

Responsibilities 1. Lead the work of the Dugong MoU Secretariat by: (a) Providing the necessary services to the MoU’s Signatories to facilitate implementation of the MoU and its Conservation Management Plan; (b) Providing secretariat services to the MoU, the Meeting of Signatories and any advisory bodies, including the drafting of technical and policy-oriented papers and coordinating the preparation of expert interventions; (c) Organizing and servicing periodic meetings of the Signatory States; (d) Implementing activities mandated by meetings of the Signatory States; and (e) Monitoring ongoing developments related to the MoU’s implementation.

2. Coordinate and support project development and funding, capacity building and partnerships for the implementation of the Dugong MoU’s Programme of Work by: (a) Developing and executing a resource mobilization strategy; (b) Overseeing the development, funding and implementation of large and small-scale projects and other resources, tools and initiatives that support implementation; (c) Identifying synergies and partnering with other organizations and programmes; and (d) Overseeing the development, maintenance and leveraging of the Dugong MoU’s knowledge networks.

3. Promote interest in the Dugong MoU and its associated processes and initiatives by: (a) Developing and executing a communications strategy; (b) Supervising the development and maintenance of the MoU’s on-line presence, including its website and the Dugong and Seagrass Hub; (c) Developing new and deepening existing partnerships with intergovernmental organisations (IGOs), non-governmental organisations (NGOs) and other entities; (d) Facilitating the exchange of information; and (e) Representing the Dugong MoU in meetings and conferences within and outside the United Arab Emirates.

4. Contribute to other international initiatives and the overall work of the CMS Secretariat by: (a) Collaborating proactively with the CMS Family of Secretariats, in particular as a member of the CMS Aquatic Team, with the aim to capture synergies with respect to implementation of the various mandates of the Aquatic Team; (b) Liaising with Dugong MoU Focal Points, Dugong Technical Group members and key stakeholders and experts from intergovernmental organisations, civil society organisations and the dugong and seagrass research and conservation community; (c) Liaising with organisations and the research and conservation community in the United Arab Emirates and the wider region covered by the Dugong MoU; and (d) Contributing to the overall work of the CMS Secretariat and CMS intergovernmental bodies.

5. Undertake supervisory, administrative and budget management-related responsibilities to facilitate operations of the Dugong MoU Secretariat and CMS Office – Abu Dhabi by: (a) Managing the Dugong MoU secretariat team including project staff for the International Climate Initiative Seagrass Ecosystem Services Project and when needed short-term consultant(s) and intern(s); (b) Co-supervising an Associate Programme Officer; (c) Performing general and routine office management practices including effective budget management and stewardship; and (d) Applying UN rules and regulations, including overseeing the development, implementation and monitoring of and reporting on legal agreements in line with UN rules.

6. Perform other related duties as required.

Education Advanced university degree (Master's degree or equivalent) in biology, ecology, zoology or environmental studies and/or a field related to species conservation and management. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience Minimum of seven (7) years of progressively responsible professional work experience in the field of marine megafauna conservation and management or related area, of which up to three (3) years are in an international work setting such as an intergovernmental or international conservation organization, is required.

Experience with sirenian conservation issues is desirable.

Experience managing projects in a United Nations or similar international setting is desirable.

Experience managing human resources in a team setting is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of Arabic is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.
