Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

Adopted by the First International Conference on Chemicals Management (ICCM1) in 2006 in Dubai, United Arab Emirates, the Strategic Approach to International Chemicals Management (SAICM) is a policy framework to promote chemical safety around the world. SAICM was developed by a multi-stakeholder and multi-sectoral Preparatory Committee and supports the achievement of the 2020 goal agreed at the 2002 Johannesburg World Summit on Sustainable Development. SAICM’s overall objective is the achievement of the sound management of chemicals throughout their life cycle.

The position is located in the Economy Division, Chemicals and Health Branch, Strategic Approach to International Chemicals Management secretariat, at the Geneva duty station. Under the overall supervision of the Coordinator of the SAICM secretariat, and the daily supervision of the Programme Management Officer of the SAICM Secretariat, the incumbent will be responsible for the following duties:

Responsibilities 1. Leading the efforts to guide stakeholder implementation of SAICM, promoting networks, connectivity and engagement, including: leading and enhancing stakeholder engagement in SAICM, promoting liaison and cooperation with Inter-Organizational Programme for the Sound Management of Chemicals (IOMC) on Emerging Policy Issues and Issues of Concern.

2. Providing programmatic/substantive expertise, policy input, support and strategic thinking to the International Conference on Chemicals Management (ICCM), intersessional process, regional meetings and other related programmes, in particular for the work of the targets, indicators and milestones under consideration for the Strategic Approach and sound management of chemicals and waste beyond 2020, including analysis of the progress reporting infrastructure.

3. Leading planning of meetings and intersessional work of the International Conference on Chemicals Management (ICCM) and its subsidiary bodies, including the ICCM Bureau, the intersessional process considering SAICM beyond 2020, regional meetings and the Open-Ended Working Group.

4. Supervising and provides guidance to staff and consultants in the Secretariat in support of delivery of the SAICM work programme.

5. Coordinating activities related to work programme, budgeting and reporting, including: support to fundraising; performing officer in charge functions; managing budgets and coordinating reporting; programme /project preparation and submissions, progress reports, financial statements and prepares related documents/reports; contributing to the programme of work.

6. Performing other related duties as required.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments, adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; uses time efficiently.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master's or equivalent) in environmental science, environmental management, chemistry, economics, public policy or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in programme management is required. Knowledge of multilateral processes in the field of chemicals and waste is desirable. Sound knowledge on policy development and analysis of issues and trends, preparation of evaluations or other research activities and studies is desirable. Providing technical assistance, convening consultative meetings, workshops and seminars is desirable. Work experience with the UN system or similar international organizations is desirable. Experience in engaging in multilateral processes with diverse stakeholder groups is required.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another UN official language is an advantage.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include substantive assessment, such as a written test, which will be followed by a competency-based interview.
