Org. Setting and Reporting This temporary position is located in the Border Security and Management (BSM) Unit of the United Nations Counter-Terrorism Centre (UNCCT) within the United Nations Office of Counter-Terrorism (UNOCT) at Headquarters in New York. Under the overall supervision of the Chief of the Counter-Terrorism Section, the incumbent will report to the Head of the BSM Unit.

The United Nations Office of Counter-Terrorism (UNOCT) was established through General Assembly resolution 71/291 in June 2017 to strengthen the capability of the United Nations system to assist Member States in implementing the United Nations Global Counter-Terrorism Strategy (A/RES/60/288). The United Nations Counter-Terrorism Centre (UNCCT), as part of UNOCT, promotes the delivery of United Nations capacity-building assistance to Member States, in collaboration with Global Counter-Terrorism Coordination Compact entities, as well as other partners at the global, regional and national level. At the global level, UNCCT has a Border Security and Management (BSM) Programme which aims to strengthen Member States’ capacities to prevent cross-border movement of terrorists and stem the flow of foreign terrorist fighters (FTFs) through improved border security and management.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties:

•Provide policy advice and technical expertise from a multi-disciplinary perspective on a variety of border security and management (BSM) related issues, particularly on matters to counter terrorism and foreign-terrorist fighters (FTF), as well as cross-border organized crime. •Develops, implements and evaluates assigned projects relating to the overall area of BSM to counter terrorism and foreign-terrorist fighters (FTF), as well as fighting related cross-border organized crime. •Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. •Exploration, identification and set up of strategic priorities in the area of BSM to counter-terrorism measures and FTF on short-, medium- and long-term level. •Performs consulting assignments in the field of BSM, in collaboration with the competent Member State’s authorities, by planning facilitating workshops, through other interactive sessions and assisting in developing a plan of action the counterpart will use to manage the change. •Researches, analyzes and presents comprehensive information on new BSM good practices and trends gathered from diverse sources. •Development of policy guidelines as well as thematic and regional strategies for all UNCCT BSM related activities in the areas of counter-terrorism and FTF, risk analysis models, cross-border cooperation and information exchange, avert of transnational threats, fight against cross-border organized crime and others. •Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. •Develops and delivers Training-of-Trainers (ToT) training programs, both advanced and specialized, and modules to border service officials of Member States. •Organizes and prepares written outputs on BSM, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, standardized training courses focusing, inter alia, on strengthening intra- and inter-agency cooperation, risk analysis, border surveillance and control standards, document security, cross-border and international cooperation, etc. •Initiates and coordinates outreach activities; conducts workshops, seminars, etc.; makes presentations on assigned topics/activities. •Participates in large, complex field missions relating to BSM, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Coordinates activities related to budget funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, project budget, etc.). •Liaising with global compact organizations, especially CTED, INTERPOL, UNODC, IOM, ICAO, and field missions to facilitate the Centre’s activities in BSM-related issues with a particular focus on countering terrorism and FTF, as well as fight against cross-border organised crime and the avert of other transnational threats. •Performs other related duties as required.

Competencies Professionalism: Knowledge and understanding of new trends and phenomena, concepts, strategies and action plans as they relate to BSM, as well as knowledge of training and education, theories and approaches of this area. Ability to identify and analyze new BSM related challenges and contribute in the resolution of relevant issues and problems. Ability to conduct BSM related evaluation and monitoring assessments with regard to inter-departmental and inter-ministerial workflow procedures and mechanisms to improve capacities in countering terrorism, FTF and cross-border organized crime. Ability to carry out conceptual analytical methods to conduct independent research and analysis. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master's degree or equivalent) in business administration, management, social sciences, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in drafting reports, project documents, assessments, and training curricula is required. Experience in identifying and analysing emerging threats, new phenomena and modus operandi in the overall area of border security and management in general and in countering terrorism and foreign-terrorist fighters (FTF) is desirable. Experience in PRINCE2 system is desirable. Experience in Border Security Management is required.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
