Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

This post is in UNEP's Economy Division, Energy and Climate Branch, Secretariat for the Climate and Clean Air Coalition (CCAC), Paris duty station. Under direct supervision of the Head of the CCAC Secretariat, the incumbent will be responsible for the following duties:

Responsibilities 1. Project management and oversight for CCAC strategy implementation: •Oversee the development of partnership agreements for certification and signature to initiate CCAC trust fund projects, and/or project amendments to facilitate continuation of ongoing projects as required, and in close coordination with the administrative services of UNEP and UNOPS, and in accordance with the CCAC 2030 Strategy; •Oversee implementation of the agreements, and ensure swift corrections, as needed, revise outputs and reports, approve payments against quality delivery; and guide consultants with specific roles in supporting CCAC activities; •Provide reports to the CCAC governance on the overall management, monitoring and evaluation of projects in relation to specific projects; •Monitor performance of the implementation rates against indicators and goals/targets; and monitor funds deployed from the Trust Fund to projects, including assessing resources available, cashflow and on a regular basis revising budgets.

2. Partnership development and resource mobilization: •Provide support to Partner governments, cities, other stakeholders and actors in the initiatives, to develop, enhance and implement national policies and action plans to reduce SLCPs, including actively facilitating peer-to-peer engagement to Partners who commit to take strong action to substantially reduce their short-lived climate pollutant (SLCP) emissions at scale, and in specific sectors including agriculture; •Collaborate with partners to generate the enabling conditions for financing national and subnational SLCP actions, including the integration of SLCPs into development plans financed through external resources and through mobilizing funds to the CCAC Trust Fund.

3. Oversight and support to CCAC governance bodies: •Prepare CCAC governance meetings, leading the drafting of reports, background papers (including draft decisions), and presentations on progress; •Contribute to the development of annual workplans, budgeting and reporting in accordance with the CCAC 2030 Strategy, including for improvement of compliance with the ‘Partners in Action’ reporting and templates; •Liaise with other UNEP units and outside organizations that undertake ͞strategic collaborations͞ agreed with the CCAC, as well as other partner bodies as required to ensure effective implementation of the CCAC 2030 Strategy; •Coach team members and partners, as required.

4. Perform other duties as required.

Solid understanding of the political environment and the programmes and activities of the UN system in implementing the Sustainable Development Goals; Ability to think and act strategically, to identify key emerging climate change issues and related policy implications. Ability to apply various United Nations rules and regulations in work situations; Conceptual analytical and evaluative skills to conduct independent research and analysis; Ability to identify issues, formulate opinions, make conclusions and recommendations. Shows pride in work and in achievements; Demonstrates professional competence and mastery of subject matter; Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; Remains calm in stressful situations. Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and qualitystandards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Masters degree or equivalent) in law, international relations, development studies, public administration, business administration, economics, environment or a related field. Additional degree in climate/atmospheric sciences is desirable. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of relevant professional experience in programme management in a relevant field, is required. Three years, out of the seven, experience at the international level is required. Experience working with national governments is desirable. Experience working in the field of climate change or air quality is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French is desirable. Knowledge of another UN official language is desirable.

NOTE: ‘Fluency’ equals a rating of ‘fluent’ in all four areas (speak, read, write and understand) and ‘Knowledge of’ equals a rating of ‘confident’ in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.
