Org. Setting and Reporting This position is located in the Office of the Special Representative of the Secretary-General (SRSG) for the United Nations Interim Administration Mission in Kosovo (UNMIK). The incumbent will report to the DSRSG.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties: •In liaison with various Mission components, supports the preparation, review, clearance and approvals of Mission’s Programmatic activities in line with the Mission’s mandate and strategic priorities; •Develops, implements and evaluates assigned change management programmes/projects, under the supervision of his/her supervisor, for process and practice improvements; •Plans and facilitates workshops or interactive sessions in assisting in the development of action/implementation plans that Mission components will use to plan, manage and implement change; •Researches, analyzes and presents information gathered from diverse sources; •Coordinates policy/guidance development, including the review and analysis of issues and trends, preparation of lessons learned and recommendations for improvement; •Closely liaises with all Mission components for development, implementation, monitoring and reporting of Mission’s programmatic projects; analyzes and ensures compliance to respective UNHQ and Mission Guidance on programmatic activities; reviews programmatic reports and reports and flags for any potential issues and challenges for timely intervention by the Programme Managers and/or Management and initiates corrective actions; liaises with relevant parties; ensures follow-up actions; •Keeps up-to-date to UNHQ’s updated guidance/instructions on management of programmatic activities, introduction and deployment of Umoja Extension 2 modules and ensures that due substantive preparations are done in close coordination with Mission’s components; •Initiates and coordinates outreach activities; makes presentations on assigned topics/activities; •Provides support to external consultants, and other parties and drafts summaries on Mission’s programmes/projects as requested; •Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and analysis papers etc.; •Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Coordinates activities related to programme budget funding (programme/project preparation and submissions, progress and final reports, etc.) and prepares related documents/reports (programmatic performance report inputs); •Performs other related duties.

•PLANNING& ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in international relations, business administration, management or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in project or programme management, planning, administration or related area is required. At least two years of experience working in a UN field operation in a conflict or post conflict setting is required. Knowledge of relevant UN policies, processes and operations, including legislative and budgetary processes, is required. Experience working on UN field operation strategic planning processes is highly desirable. Advanced knowledge of relevant collaborative working platforms and computer software is considered is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
