Org. Setting and Reporting The global service delivery model project is a key enabler of the Secretary General's reform agenda and aims to deliver fit for purpose administrative support services to clients across the organization, including through the establishment of global shared services.

The model offers an opportunity to improve operational efficiency, enhance business continuity and improve the quality of services provided. By utilizing shared services, staff can re-focus toward improving mission delivery, rather than back-office administrative functions.

This position is located in the Office of the Under-Secretary-General for Management Strategy, Policy and Compliance. The incumbent reports directly to the Project Lead.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Ensures effective project management, identifying risks to the plan and mitigating measures for those risks, ensuring completing of key tasks and milestones by the deadlines, coordinating input received from outside parties and within the team to ensure timely compliance, reporting on status of project tasks, milestones and any delays.
  • Contributes to the development of global service delivery model project/proposal development, planning and implementation.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plans the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

  • CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics or related fields is required. A first-level university degree with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience conducting research and data analysis is required. Experience with organizational design, process reengineering, service delivery, project management, risk management or change management is required. Experience with the design of administrative support services, including shared services arrangements, is required. Experience with the administrative and budgetary practices and procedures of the United Nations or a comparable international organization is desirable. Experience with in the drafting/editing of parliamentary documentation dealing with administrative and budgetary issues at the United Nations or a comparable international organization is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This job opening is advertised for two positions from temporary funding. Appointment of the successful candidate on this position will be subject to the temporary funding. Any further extension is subject to budgetary approval.
