Org. Setting and Reporting The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 UN Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States. The Programme Officer reports to the head of the Countering the Financing of Terrorism Unit. The focus of the job is the implementation, monitoring and evaluation of the UNCCT Countering the Financing of Terrorism Global Programme

UNCCT is implementing a Global Programme to support Member States in their efforts to strengthen their capacity on countering the financing of terrorism (CFT), including through technical assistance and capacity-building engagements. The programme would span a number of relevant topics on countering the financing of terrorism, such as freezing of assets, protection of the non-profit sector, financial intelligence sharing, public-private partnerships, sectoral risk assessments, hawala transfers, financial inclusion and de-risking and designated non-financial businesses. The programme would emphasize the effectiveness in implementation of relevant Security Council resolutions and FATF standards, and would have a global focus, with partnerships planned with the Counter-Terrorism Committee Executive Directorate (CTED), INTERPOL, UNODC and key Financial Action Task Force (FATF)-style regional bodies.

This position is located in the United Nations Counter-Terrorism Centre (UNCCT) of the Office of Counter-Terrorism. Under the supervision of the P4 Programme Management Officer, the incumbent will perform the following duties:

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties:

•Participates in the development, implementation and evaluation of assigned programmes/projects related to CFT, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. •Performs consulting assignments, and technical assistance in CFT in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. •Researches, analyzes and presents information on CFT gathered from diverse sources. •Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. •Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. •Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. •Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). •Performs other duties as required.

•Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience in Countering the financing of terrorism is required. Experience working on issue related to prevention of violent extremism is desirable. Experience in engagement with multiple partners at the national, regional or international level is desirable. Experience drafting reports is desirable. Experience in organizing training and workshops is desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
