Org. Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The temporary position is located at the United Nations Office for Disaster Risk Reduction (UNDRR), Bonn. The incumbent reports to the Senior Programme Officer (P5) under the overall guidance of the Chief, Supporting and Monitoring Sendai Framework Implementation Branch.

Responsibilities Under the direct supervision of the Senior Programme Officer (P5), the incumbent will be responsible for the following duties and responsibilities:

Develops, implements and evaluates assigned systems programmes/projects of significant importance for the Department; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. In particular, the incumbent provides technical expertise on UNDRR`s work on climate change, including engagement with the UNFCCC and development and operationalisation of normative guidance on DRR and climate change integration.

Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. This includes providing expert advice and technical support to the compilation and management of disaster loss and risk databases (including with regard to loss and damage data) in all Member States, including data standards, baseline, technical specification of new or updated information systems, etc. Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies.

Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, technical reports, etc. Develops, implements and monitors application of standards and guidelines, including testing paradigms. Oversees the preparation of technical and user documentation for entire systems; prepares training materials and detailed technical presentations including technical guidelines. Works in close collaboration with the UNDRR Global Education and Training Institute (GETI) in Incheon and contributes to the development of training modules on DRR and climate change. Collaborates and coordinates closely with UNDRR Regional Offices in support of strengthening the capacity of Member States to achieve climate-sensitive, risk-informed development.

Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

Participates in planning and preparation of the budget, work program and spending plan of the Section and of the Branch. Contributes to activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service. Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.

Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent degree) in international relations, social sciences, management, environmental sciences, or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project planning, implementation and monitoring or related area is required. Experience in disaster risk reduction is required. At least three years of experience supporting countries through technical cooperation and capacity development programmes is desirable. At least two years of experience in climate change adaptation, comprehensive risk management, including experience conducting climate risk assessments is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This temporary position is for a period of six (6) months. Staff members are subject to the authority of the Secretary-General and to assignment by him. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
