Org. Setting and Reporting

This position is located in the Framework Convention on International Tax Cooperation Secretariat of the Financing for Sustainable Development Office (FSDO) in the Department of Economic and Social Affairs. The Programme Management Officer reports to the Principal Economic Affairs Officer in the Convention Secretariat.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Develops, implements and evaluates comprehensive work plans for supporting the sessions and intersessional work of the intergovernmental negotiating committee for the United Nations Framework Convention on International Tax Cooperation and its early protocols; monitors and analyzes programme/project development and implementation, building on lessons from negotiations of other international conventions; prepares and reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Coordinates preparation of documentation for intergovernmental bodies, including development of document templates and tracking systems, preparation of evaluations or other research activities and studies, as well as to capacity development initiatives and events, in the area of financing for sustainable development, particularly on issues relating to domestic resource mobilization, international tax policy and administration and Sustainable Development Goals-related tax issues. • Initiates, coordinates and oversees outreach and communication activities, including stakeholder engagement strategies, outreach to international organizations, civil society, private sector, media, and other relevant stakeholders; makes presentations on assigned topics/activities. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Provides substantive backstopping and Secretarial support to meetings of intergovernmental bodies, as well as to other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents, and presentations and reports, etc. • Designs (including formulating technical modalities for evaluation) and monitors, evaluates and reports on programmes/projects undertaken by FSDO, including reporting to donors. • Performs other duties as required, including providing support to senior United Nations staff and officials and preparing speeches and other inputs for presentations by senior staff, and performs a variety of administrative tasks necessary for the final delivery of the work of the convention secretariat.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, law, accounting or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
