Org. Setting and Reporting This position is located in the Office of Stabilization and Recovery of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), Bamako, under the MINUSMA DSRSG/RC/HC pillar. The Programme Management Officer reports to the Stabilization and Recovery Senior Programme Management Officer under the overall guidance of the Head of Stabilization & Recovery.

Responsibilities The Office of Stabilization and Recovery focuses on assisting the Government, local communities and the United Nations Country Team (UNCT) deliver early recovery and stabilization programmes effectively, whilst also supporting the articulation of longer-term development plans that build on the immediate benefits delivered by these programmes. Under the overall direction of the DSRSG/RC/HC, the Stabilization and Recovery section is responsible for coordinating the Mission’s and the UNCT’s efforts in developing early recovery strategies and related programme delivery frameworks including the development of the next interation of the United Nations Development Assistance Framework (UNDAF), donor coordination and advocacy initiatives, overseeing the Mission’s quick impact projects development and coordinating the United Nations efforts with the Government’s poverty reduction strategy . The office will oversee stabilization and recovery trust funds for northern Mali managed by the UN. The Office ensures effective coordination between MINUSMA and the UN Country Team, supports close collaboration with national and international partners, and promotes coherence of effort and effective targeting and management of priority programmes with emphasis on early recovery to support peace consolidation. Central to this is the ability to monitor and assess the impact of United Nations programmes on the ground, allowing the adjustment and scaling up of successful initiatives to ensure meaningful impact and equitable distribution of socio-economic gains are realized within beneficiary communities. In doing so, the Office also works closely with the other elements of MINUSMA, the Heads of Field Offices, Civil Affairs, and Disarmament, Demobilization and Reintegration teams at both the national and regional

The Programme Officer works under the guidance of the Senior Coordination Officer for Stabilization and Recovery. to develop a coherent package of early recovery initiatives addressing a broad spectrum of socio-economic issues across service delivery sectors in close coordination with MINUSMA components, the United Nations Country Team and humanitarian actors. More specifically, s/he will:

•Provide substantive inputs to the design and coordination of the stabilization and recovery frameworks. •Facilitate the development of stabilization and recovery annual work plans in close collaboration with MINUSMA sections, UN agencies and national stakeholders; •Support the Mission’s components and partners with early recovery and stabilization initiatives, including the liaison with government counterparts and civil society to ensure and effective and efficient identification, assessment, implementation and monitoring of Stabilization & Recovery programmes at regional level (such as Quick impact projects, Trust Funds for peace and Security in Mali and Peacebuilding Funds); •Support the monitoring and evaluation officers in their data collection and analysis efforts; •Manage incoming field missions and ensure that relevant field data and information is available for the DSRSG/RC/HC pillar; •Contribute to ensuring that activities carried out by MINUSMA and UN agencies are consistent with the stabilization and recovery agenda as defined by MINUSMA, UN Agencies and the government of Mali; •Liaise with relevant substantive sections of MINUSMA, UN Agencies, government counterparts, civil society and donors for a coordinated approach to stabilization and recovery at field level; •Produce regular and high-quality reports and analysis on the status of implementation of recovery programmes in the field.

Competencies Professionalism: Proven expertise in managing and coordinating programmes to promote post-conflict recovery, socioeconomic reintegration of returnees and other war-affected populations, income generating activities, national dialogue and/or confidence-building activities. In-depth understanding of the political context supporting stabilization, peace consolidation, and early recovery. Works to mainstream gender and to empower women in internal and external activities. Ability to apply UN rules, regulations, policies and guidelines in work situations. Education Advanced university degree (Master’s degree or equivalent) in social sciences, development, economics, international relations, business or public administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in the field of political, civil or humanitarian affairs, post-conflict recovery and/or development, programme management, or a related field is required. A minimum of two years of field work coordinating interdisciplinary and multidimensional programmes and projects in a post-conflict context is required. Specific programmatic experience in one or more of the following areas: reintegration of conflict-affected populations, income generation/livelihood, national dialogue, and/or confidence-building/reconciliation; and direct experience in partnership building, coordination and managing projects in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or non-governmental organization in a field based environment is desirable. Field experience in West Africa/the Sahel is desirable. Experience in providing strategic support to development of external relation, resource mobilization or fund raising in the context of development cooperation or related area is desirable. Experience with inter-agency or inter-organizational collaboration/coordination in the development sector is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English and French (both oral and written) is required.
