Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UNEP. This post is located in the Convention on Biological Diversity, Office of the Executive Secretary (OES). Under the overall guidance of the Deputy Executive Secretary and the direct supervision of the Senior Programme Management Officer of the Access Benefit-Sharing (ABS) Unit, the incumbent will perform the following duties:

Responsibilities A. Facilitates assistance by the Executive Secretary to Parties in the implementation of the Nagoya Protocol, in particular on matters related to compliance procedures and mechanisms (Article 30), monitoring and reporting (Article 29), and assessment and review of the effectiveness of the Protocol (Article 31): a) Seeks input from Parties and relevant organizations on matters related to implementation and compiles, analyzes and assesses trends in relevant documentation to be made available on the ABS Clearing-House and/or at meetings related to the implementation of the Nagoya Protocol. b) Prepares relevant pre-session documentation for meetings of the Conference of the Parties serving as the meetings of the Parties to the Nagoya Protocol (COP-MOP) and its subsidiary bodies on issues related to compliance, monitoring and reporting as well as the assessment and review of the Protocol. c) Organizes and services relevant intersessionnal meetings (e.g. informal advisory committees, expert meetings) under the Nagoya Protocol process in accordance with decisions of the COP-MOP. d) Collaborates with other Secretariat staff members in order to ensure the integration of access and benefit-sharing issues in other activities of the Secretariat, as appropriate. B) Contributes to the development of the Access and Benefit-Sharing Clearing-House: a) Contributes to the development of common formats for the submission of information by Parties, non-Parties and other relevant stakeholders by providing draft content and cooperating with Secretariat staff members responsible for the technical implementation aspects of their development. b) Regularly reviews the content of ABS Clearing-House to ensure that information regarding ABS developments made available by Parties, non-Parties and relevant stakeholders is accurately reflected, in accordance with the provisions of the Nagoya Protocol. c) Collaborates with Secretariat staff members responsible for the technical components of the ABS Clearing-House and provides advice on its content and development, in particular with respect to policy, institutional and legal aspects. d) Liaises and provides support to parties, non-Parties, relevant organizations and other stakeholders in order to populate the ABS Clearing-House with relevant information in accordance with the Nagoya Protocol. e) Analyzes information submitted to the ABS Clearing-Houses on issues related to implementation of the Nagoya Protocol in order to make this information available to Parties through relevant documentation to be made available through the ABS Clearing-House and relevant meetings. C. Assists in the organization and servicing of the Conference of the Parties serving as the meeting of the Parties to the Protocol and its subsidiary bodies and prepares the necessary documentation in-session including drafts decisions and proposals for consideration by the meeting of the Parties and/or its subsidiary bodies. Contributes to awareness-raising and capacity building and development activities to support ratification and implementation of the Nagoya Protocol: a) Assists in the analysis of developing countries’ needs for capacity building/strengthening for improving compliance with the obligations of the Protocol. b) Makes presentations at training courses, workshops and other meetings organized by the Secretariat or partner organizations in order to promote awareness or capacity building in ABS and the Nagoya Protocol. D. Follows development in other relevant forums and coordinates efforts with relevant organizations on issues related to access and benefit-sharing. E. Performs other tasks as requested by the Executive Secretary.

Competencies - Professionalism: Advances the implementation of Article 30 (procedures and mechanisms) to promote compliance with the Protocol, Article 29 (monitoring and reporting and Article 31 (assessment and review) of the Nagoya Protocol and supports the work of the ABS Clearing-House established by Article 14 of the Nagoya Protocol. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter within the Unit. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results.   • Teamwork: Works collaboratively with colleagues to achieve organizational goals. Solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others. Places team agenda before personal agenda. Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position. Shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

    Education Advanced university degree (Master’s degree or equivalent) in law, with specialization in international or environmental law is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five (5) years of progressively responsible experience, of which preferably three years in a position dealing with international legal environmental issues is required. Experience with the Nagoya Protocol on access and benefit-sharing is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of another UN language is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.
