This position is located in the Office of the Special Representative of the Secretary-General on Violence against Children (OSRSG-VAC) in New York. The Special Representative of the United Nations Secretary-General (SRSG) on Violence against Children is a global independent advocate to promote the prevention and elimination of all forms of violence against children. The core responsibility of the SRSG is to advance implementation of the recommendations of the United Nations Study on Violence against Children (2006), building upon health and child protection initiatives and developments, and promoting the protection of children from violence as a human rights imperative and support to Member States on the implementation of the 2030 Agenda for Sustainable Development. The Office of the Special Representative of the Secretary-General on Violence Against Children works on the basis of a team approach and shared accountabilities in supporting the mandate of the SRSG. The incumbent will report to the Special Representative through the Chief of Staff of OSRSG-VAC.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: •Develops, implements and evaluates assigned programmes/strategies /joined initiatives on the protection of children from violence.; monitors and analyzes programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. •Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. •Researches, analyzes and presents information gathered from diverse sources with special emphasis on protection of children from all forms of violence in all settings. •Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies on violence against children. •Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. •Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. •Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. •Organizes/Leads and/or participates in large, complex field missions, in close cooperation with government officials, UN, CSOs and other parties and drafting mission reports, follow up, etc. •Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). •Collects and analyzes data to identify trends or patterns and provide insights to enable data-driven planning, decision-making, presentation and reporting. •Supports the Chief of Staff/Special Assistant in policy dialogue, advocacy initiatives and programme monitoring. •Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, political science, international relations, child rights and international humanitarian law, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in child rights programme management, administration, international relations, law, human rights or related area is required. Experience working in an international organization, national government/institution or NHRIs, NGOs is required. Experience in the area of child protection from violence including safeguarding for children and operationalization of children’s participation is required. Experience in the area of child rights programming/budgeting/assessment and involving children in monitoring and evaluation, in line with child safeguarding is required. Experience in the development of legal and policy frameworks for the prevention and elimination of violence against children is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
