Org. Setting and Reporting This position is located in the the Office of the Under-Secretary-General within the United Nations Office of Counter-Terrorism (UNOCT), in New York. The incumbent will report to to the Director and Deputy to the Under-Secretary-General.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Responsibilities Within limits of delegated authority and depending on location, the Programme Assistant will be responsible for the following duties: •Provide substantive and administrative support in managing priorities and work flow of the Deputy to the Under-Secretary-General, including travel arrangements and the management and scheduling of meetings and events; •Manages the Director’s appointments and daily schedule; assists in the prioritization of tasks and maintains an up-to-date schedule of appointments; ensures relevant supporting documentation or briefing materials are available for meetings and events; makes arrangements for and receives visitors; screens and answers verbal requests and telephone calls concerning the work of the Director; •Provides assistance in support of planning and implementation activities/processes for UNOCT`s programme/project initiatives. •Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics, and prepares files for meetings and conferences (local and abroad), as well as briefing notes for consultations and government visits. •Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized. •Collaborates with programme/project managers on reporting; liaises with relevant parties on the on the submissions to the Programme Review Board and various planning instruments such as the Programme Budget, the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted. •Reviews and drafts programme/project summaries, coordinates review and clearance process,. •Supports the coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and supports issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, and organisation of events and workshops,. •Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews. •Reviews, processes, and drafts correspondence and communications related to all aspects of the Office of the Deputy, including programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. •Performs other duties as assigned.

Competencies •Professionalism: Knowledge of United Nations administrative, financial and human resources policies, processes and procedures generally and in particular those related to programme/project administration, implementation and evaluation, technical cooperation, programming and budgeting. Understanding of the functions and organization of the work of Offices of Under-Secretaries-General and of the respective roles of related units. Ability to identify and resolve a range of issues/problems and to work well with figures, undertake basic research and gather information from standard sources. Demonstrated ability to apply good judgment in the context of assignments given. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. •Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

    Education High school diploma or equivalent is required.

    Work Experience Seven years of experience in programme or project administration, technical cooperation or related area is required. Experience with administrative policies and procedures in international organisations is desirable. Experience assisting programmes or projects, including the coordination of high-level events and workshops, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of Arabic is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This post is financed through extra budgetary funding. Appointment against this position is for an initial period of one year. The appointment and renewal thereof are subject to satisfactory performance, the availability of the post or funds, budgetary approval or extension of the mandate.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
