Overview

You have:

  • Completion of a high school diploma or equivalent is required.
  • Supplementary training in Administration and Programme or Project Management or Communications is desirable.
  • A minimum of five (5) years of progressive work experience in administration and programme or project management or related area is required.
  • Proven work experience in social media management and communications is highly desirable.
  • Experience working with an international organization is required.
  • Experience working with enterprise resource planning (ERP) or related administrative systems is desirable.
  • Experience working with environmental programmes and projects in the Wider Caribbean Region is desirable.
  • Fluency in oral and written English is required.
  • Knowledge of Spanish is desirable.

Duties and Responsibilities

Background The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Individual Contractor will be required to be based within the UNEP – Cartagena Convention Secretariat, Kingston, Jamaica. This position will be funded under the Water Quality Capacity Development Project jointly implemented by the Cartagena Convention Secretariat and the Source-to-sea Pollution Unit. The Individual Contractor is expected to provide half of their time to advancing communications-related tasks to support the Water Quality Capacity Development Project and the remaining half to providing programme Management support to the Assessment and Management of Environmental Pollution (AMEP) subprogramme. Scope of Assignment Under the direct supervision of the AMEP Programme Management Officer, the Programme Management Assistant will be responsible for the following duties: A. Communications and Outreach Support • Provide substantive support to the development and implementation of communications, advocacy, and outreach initiatives related to the Water Quality Capacity Development Project. • Draft, edit, and publish digital content, including articles, blogs, news items, and project stories, for the Secretariat’s website and social media platforms related to the Water Quality Capacity Development Project, ensuring consistency with UNEP and UN communications policies and branding guidelines. • Support the creation and dissemination of social media content, including images, short videos, reels, and infographics, to enhance the visibility of project activities, outputs, and impacts. • Coordinate with programme staff, consultants, and partners to collect communications materials, success stories, and multimedia content. • Using appropriate computer software, design and format promotional and informational materials such as brochures, posters, presentations, infographics, and announcements. B. Project Planning, Monitoring, and Implementation Support • Assist in the coordination and monitoring of the programme of work and project activities, including planning, scheduling, and tracking implementation progress for project components. • Monitor the status of project proposals, workplans, agreements, and budgets; ensure timely receipt of required documentation for review and approval. C. Project Documentation, Compliance, and Reporting • Review project and contractual documents for completeness and compliance with UNEP and UN rules, regulations, and procedures prior to submission for approval. • Identify inconsistencies or missing information in project documentation and follow up with relevant counterparts. • Review and distribute approved technical documents and project reports; maintain and update project tracking tools and databases. • Support the preparation and updating of internal and donor reports, briefing notes, correspondence, and summary tables. D. Knowledge Management and Data Support • Collect, research, compile, and maintain data related to project implementation, outputs, and performance indicators. • Review narrative and technical reports submitted by Implementing Partners; flag discrepancies, delays, variances, and implementation risks to management. • Assist in organizing project knowledge products, lessons learned, and best practices to support information sharing, institutional memory, and reporting. E. Administrative and Office Support • Provide general office support to the programme, including responding to information requests and handling routine correspondence. • Support the organization of meetings, workshops, and training events, including logistical arrangements, preparation of background materials, and drafting of meeting summaries. G. Other Duties • Perform other relevant duties as may be assigned by the supervisor, consistent with the scope and level of the post.
