Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Macroeconomic Policy and Financing for Development Division (MPFD) provides a combination of normative-analytical research and capacity-development activities to ESCAP's member countries taking into account the significant variation in their geographic, demographic and socio-economic conditions.

This position will assist in the implementation of two projects: one entitled Developing a Public-Private Partnerships (PPP) and Infrastructure Financing Network in Asia and the Pacific and another entitled Supporting the Countries with Special Needs in Asia-Pacific in meeting the challenges of resource mobilization for achieving the 2030 Agenda for Sustainable Development.

Responsibilities Under the direct supervision of the project managers and the overall supervision of the MPFD Director, the incumbent is required to perform the following functions:

•Assists in the implementation and coordination of projects, including the preparation of studies, capacity building events and training workshops through programme planning and monitoring and coordination with consultants and relevant parties •Researches, compiles, summarizes, and presents concept notes, information and technical data on financing for development or resource mobilization, such as Public-Private Partnerships (PPP), infrastructure financing and capital market development. •Drafts and, under the supervision, finalizes reports, briefing notes, presentations, info-graphics, tables, lists, graphs, charts and/or diagrams for related topics or issues to the projects. •Designs and incorporates feedback and coordinate with team members for the development and dissemination of knowledge products. •Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval. •Monitors processes and schedules related to the outputs of the projects, oversee budget revisions; verifies availability of funds; ensures necessary approval and enters accurate data in computerized budget system. •Serves as focal point for administrative coordination of project implementation activities, involving extensive liaison with organizational units to initiate requests, obtain necessary clearances, process and follow up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. •Provides general office assistance; handles routine administrative tasks; drafts correspondence; responds to information requests and inquiries; reviews, sets up and maintains files/records; organizes meetings and workshops. •Performs other duties as assigned.

•Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education High school diploma or equivalent. A first level university degree in administration or related field is desirable.

Work Experience Minimum five years of experience in project administration and office support is required. Experience in collecting, researching, designing and presenting data is desirable. Experience within the United Nations Common System or other international organizations is an advantage.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of ESCAP, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

This is the temporary position and shall be available as soon as possible until 30 August 2021. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters
