Org. Setting and Reporting The United Nations Ethics Office was established by the Secretary-General as an independent Secretariat unit subsequent to the approval of the General Assembly at the 2005 World Summit (see Assembly resolution 60/1, para. 161 (d)). Having commenced operations on 3 January 2006, and in accordance with Secretary-General's bulletins ST/SGB/2005/22 and ST/SGB/2007/11, the United Nations Ethics Office's functions include: (a) Providing confidential advice and guidance to staff on ethical issues, including administering an ethics helpline; (b) Administering the Organization's financial disclosure programme; (c) Administering the Organization's protection against retaliation policy; (d) Developing standards, training and education on ethics issues, in coordination with the Office of Human Resources and other offices, and conducting ethics outreach; (e) Supporting ethics standard setting and promoting policy coherence within the Secretariat and among the Organization's separately administered organs and programmes. This position is located in the United Nations Ethics Office.

The Programme Assistant will be directly supervised by the Senior Ethics Officer and head of the Protection against Retaliation and Outreach and report to the Senior Ethics Officer, within limits of delegated authority under the overall supervision of the Director of the United Nations Ethics Office.

Responsibilities The Programme Assistant will be responsible for the following duties: - Provides assistance in support of planning and implementation activities/processes for various components of the Office's programmes. - Researches, compiles, analyses, summarizes, and presents basic information/data for use in preparation of reports, briefs, speeches, presentations, etc. - Assists in planning and preparation of various activities of the Unit, including outreach missions and development and roll out of training; monitors status of programmes of the Unit; takes necessary action to ensure programme documents are completed, submitted and filed in the Office's archives. - Assists in the development, monitoring and evaluation of programmes of the Unit ; categorizes, updates, and tracks data related to programmes of the Unit , e.g. outputs, training and outreach activities, inquiries and requests received by the Office, training and outreach activities undertaken by the Office, etc.; carries out periodic status reviews of databases of the Office, identifies issues and initiates requisite follow-up actions. - Assists in performance reporting and data compilation; liaises with entities that participated in training on training outcomes; ensures completeness and accuracy of data submitted. - Drafts programme/mission summaries and coordinates with colleagues on finalization of data management related to outreach activities undertaken during mission. - Serves as focal point for monitoring of incoming inquiries, requests and correspondence; ensures proper indexing, cross-referencing, filing, following-up on actions to be taken and completion; monitors case load system and ensures assignment to relevant managers and officers; compiles relevant background documents and references; as well as roll-out of training and outreach activities, involving monitoring and updating databases, producing database reports, responding to inquiries related to training activities of the Office, coordinating schedules of the Office's outreach activities and collecting, monitoring and analysing evaluations of the Office's outreach activities. - Prepares, maintains and updates files (electronic and paper), internal databases and data collection tools, including those for the United Nations Financial Disclosure Programme (UNFDP); supports the administration of UNFDP, including maintaining liaison with the UNFDP focal points, providing technical support to the UNFDP clients and responding to requests and inquiries in relation to the UNFDP, designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews. - Performs other duties as assigned.

Education High school diploma or equivalent is required.

Work Experience A minimum of 7 years of experience in programme or project administration or related area is required. Prior experience of handling confidential and sensitive information is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Appointment or assignment against this position is for an initial period of one year.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
