Org. Setting and Reporting
The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. This position is located in the Department of Safety and Security within the Division of Partnership and Specialized Services (DPSS). The Programme Management Assistant reports to the Chief of the Critical Incident Stress Management Section (CISMS) and provides support to other stress counsellors in the Unit and the wider UN system.

Responsibilities
Within limits of delegated authority, the Programme Management Assistant may be responsible for the following duties:
• Assists in the coordination of programme and project planning and preparation work for the stress management programme initiatives; monitors status of programme/project proposals and receipt of relevant documentation for review and approval. • Provides effective and immediate response and problem-solving regarding programmatic and operational issues during critical incidents. • Compiles, summarizes, and presents basic information/data on specific programmes/projects and related topics or issues; routinely prepares and processes highly confidential information. • Reviews project documents especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval. • Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system. • Coordinates administrative activities for the stress and critical incident stress management programme implementation, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances and process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, overseas workshops/conferences, authorization of payments, disbursement of funds, procurement of equipment and services, etc. • Facilitates surge deployment of counsellors during critical incidents by arranging emergency travel, compiling and consolidating critical data and liaising with all relevant parties, as required. • Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management; prepares and maintains performance indicators for input into relevant monitoring and reporting systems. • Liaises between the Chief, senior staff and the global network of UN staff/stress counsellors; on behalf of the Chief, keeps others informed by conveying directives, reports, status updates and other relevant information, often of a highly confidential nature; brings sensitive and urgent matters to the attention of the Chief. • Drafts correspondence on stress management and budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc. • Provides assistance to stress and staff counsellors systemwide in the preparation and coordination of stress-related activities, including global and regional meetings and workshops, briefings, training and special events. • Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; maintains and updates CISMU website; handles routine administrative tasks, including maintaining calendars/schedules and directory of emergency contact information for all UN system counsellors and peer support groups. • Provides guidance/training to new/junior staff. • Performs other duties as assigned.
