Org. Setting and Reporting The United Nations Joint Staff Pension Fund was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff upon separation of their service with the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 134,000 participants who work in the 25 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively.

The Programme Management Assistant reports to the Chief of Business Transformation Unit (BTU) under the overall guidance of the Deputy Chief Executive of the Pension Administration. The role of the Business Transformation and Accountability unit is to actively identify and implement transformation and change management solutions to align organizational performance and change initiatives with the strategy, to guide and support continuous improvement and modernization and to deliver Pension Administration services in a more effective, streamlined, client-orientated, and innovative manner.

Responsibilities Within limits of delegated authority and depending on location, the Programme Assistant may be responsible for the following duties:

  • Provides assistance in support of planning and implementation activities/processes for BTU’s programme/project initiatives including Continuous Improvement, Performance Measurement and Benchmarking, etc..
  • Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics.
  • Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
  • Assists in the monitoring and evaluation of programmes/projects; categorizes, updates, tracks and analyses data related to programmes/projects.
  • Contributes to identifying opportunities for improvement and efficiency of business processes; review and analyse solutions, working with process owners and other subject matter experts to identify scope of processes to be examined, develop process maps, identify potential improvements, establish success criteria;
  • Supports the preparation of work plans and monitor progress to ensure delivery of process and system improvement initiatives as per organizational needs and agreed priorities;
  • Collaborates with programme/project managers on KPI and performance reporting; liaises with relevant business owners and process owners on the interpretation of the KPIs and results; provides assistance on reporting requirements, dashboards and accuracy of data submitted.
  • Drafts programme/project summaries, coordinates review and clearance process, and coordinates with editor, translation services, etc. on finalization and publication of report multiple languages.
  • Serves as focal point for coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on actions and resolve issues related to project implementation.
  • Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
  • Updates and maintains the BTU intranet site, knowledge base and repositories.
  • Organize knowledge-sharing sessions – virtual and in-person.
  • Provides guidance and training to PA staff on BTU programmes/project initiatives.
  • Facilitates communications and change management.
  • Performs other duties as assigned.

    Education High school diploma or equivalent is required.

University degree in business administration, finance, behavioral science or computer science or higher is desirable.

Project management certification is desirable.

Work Experience A minimum of seven (7) years of progressively responsible experience in business process management, lean methodology, operational excellence, business analysis, business consulting, change management, project management, or a related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher.

Knowledge and experience in business process improvement, operational excellence, business process re-engineering or lean methodologies is required.

Knowledge and Experience in UN or international organizations is desirable

Knowledge and Experience of Automation Tools (RPA), AI, Digital Technologies, Business Intelligence Dashboards, CRM, ERP is desirable

Experience with collection and analyzing data is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English (both oral and written) is required; knowledge of another official language of the United Nations is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice This temporary position is available for six (6) months with the possibility of extension, subject to availability of funding. The selected candidate is expected to start as soon as possible. Please note that this is a temporary job opening, open to internal as well as external candidates.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the United Nations Secretariat.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
