Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA) is a regional treaty aiming at achieving favourable conservation status of the populations of migratory waterbirds. The AEWA Secretariat is administered by UNEP and is responsible for advancing the agenda of the Agreement and supporting the implementation of its provision in close cooperation with governments, UN entities and other organisations. This post is located in the AEWA Secretariat (Science, Implementation and Compliance Unit - SICU) at the Bonn duty station and will report to the AEWA Associate Programme Officer (EGMP Coordinator).

Under the day-to-day supervision of the Associate Programme Officer (EGMP Coordinator) and the overall supervision of the Head of Science, Implementation and Compliance Unit, the incumbent will be assisting with the coordination of the European Goose Management Platform (EGMP) as well as tasks related to the sustainable use of migratory waterbirds.

Responsibilities 1. Assists the coordination of the European Goose Management Platform and the promotion of other initiatives related to sustainable use of waterbirds by:

(a) Assist in the planning and implementation of work, monitor the status of ongoing activities and receipt of relevant documentation for review and approval. (b) Compile summarize and present basic information/data on specific related topics or issues. (c) Review documents especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature, identify inconsistencies, distribute documents to relevant parties upon approval. (d) Review budget revisions, verify availability of funds, ensure necessary approval and entry in the administrative system. (e) Serve as focal point for administrative coordination of implementation activities, involving initiating requests, obtaining necessary clearances, process and follow up on administrative actions, e.g. travel arrangements, authorization of payments, disbursement of funds, procurement of equipment and services. (f) Compile, summarize and enter data on project delivery, draft related status reports, identify shortfalls in delivery, budget overruns, and bring to the attention of the supervisor. (g) Draft correspondence on budget-related or other issues and preparing and updating periodic reports, briefing notes, graphic and statistical summaries. (h) Provide general office assistance, responding to complex information requests and inquiries, review, log and route incoming correspondence, set up and maintain files/records, organize logistics for meetings, workshops, proofreading, format and upload documents on the website, handle routine administrative tasks.

  1. Assist the Science, Implementation and Compliance Unit and the rest of the AEWA Secretariat by:

    (a) Contribute to the preparation, organization and running of the meetings of the AEWA governing bodies (Technical Committee, Standing Committee, Meeting of the Parties). (b) Perform other duties as assigned by the supervisor or the Head of Unit.

    Competencies PROFESSIONALISM: Knowledge of internal policies, processes and procedures generally and in particular those related to programme/project administration, implementation and evaluation, technical cooperation, programming and budgeting. Understanding of the functions and organization of the work unit and of the organizational structure and respective roles of related units. Ability to work well with figures, undertake basic research and gather information from standard sources. Demonstrated ability to apply good judgment in the context of assignments given. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

    TEAMWORK: Works collaboratively with colleagues to achieve organizational goals, solicits input by genuinely valuing others’ ideas and expertise, is willing to learn from others, places team agenda before personal agenda, supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position, shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

    PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies, identifies priority activities and assignments, adjusts priorities as required, allocates appropriate amount of time and resources for completing work, foresees risks and allows for contingencies when planning, monitors and adjusts plans and actions as necessary, uses time efficiently.

    Education High school diploma or equivalent is required. Additional training in social science, environment, business and administration or related field is desirable. Candidates must have passed the United Nations Administrative Support Test (ASAT), or the Global General Service Test (GGST), at Headquarters, or at Offices Away from Headquarters (OAHs).     Work Experience A minimum of five (5) years of progressive work experience in programme or project administration, technical cooperation or related area is required.

    Experience working in an international environment is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of Russian is desirable. Knowledge of another official United Nations language is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.

Special Notice Appointment against this post is for an initial period of one year and may be subject to extension.
