Org. Setting and Reporting The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in UN Environment, Africa Office, Nairobi duty station. Under the direct supervision of the Coordinator, Climate Change Sub-Programme Unit, the incumbent will be responsible for the following duties:

Responsibilities - Provides assistance in support of planning and implementation activities/processes for, typically, a large and highly complex component of the Climate Change Sub-Programme Unit programme/project initiatives. Collaborates with programme/project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the project budget and various planning instruments such as the medium-term plan and internal work plans; aids on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.

  • Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval. Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training programmes, authorization of payments, disbursement of funds, procurement of equipment and services, etc.

  • Reviews project documents especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature as guided by Climate Change team; identifies inconsistencies; distributes project documents to relevant parties upon approval whilst ensuring e-filing. Assists in the preparation and analysis of programme/project budget proposals; aids in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities.

  • Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics. Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management.

  • Drafts programme/project summaries, coordinates review and clearance process, and coordinates with editor, translation services, etc. on finalization and publication of report multiple languages. Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.

  • Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc. Provides guidance and training to new/junior staff.

  • Performs other duties as assigned.

•PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Completion of High school diploma or equivalent is required. Supplementary training in project management, accounting or business administration, is desirable.

Work Experience A minimum of five (5) years of progressively responsible work experience in project/programme management and administration is required. Experience in Finance/Accounting is desirable. Experience in donor reporting is desirable. Experience with the use of MS Excel is desirable. Experience in System Application and Products (SAP) grants/funds management is desirable. Experience in organizing meetings and conferences is desirable. Experience with the UN or other international organisation in a similar capacity is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include a written assessment exercise which may be followed by competency-based interview.

Special Notice This position is temporarily available for 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
