Org. Setting and Reporting The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the Land, Housing & Shelter Section of the Urban Practices Branch (UPB) with the Global Solutions Division in Nairobi.

The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

The Urban Practices Branch (UPB) is the tools and methodology production and skills center of the UN-Habitat, that develops normative guidance and cutting-edge tools through communities of urban practice. It provides technical and policy advice approaches and methodologies to MCOs/CO, government and partners and mainstreams them throughout the programmed portfolio. It also ensures that the cross-cutting area of safety and the social inclusion issues of human rights; gender; children, youth, and older persons; and disability are developed and mainstreamed across the Agency.

The Land, Housing and Shelter Section (LHSS) aims to develop, document, pilot/test and disseminate norms, standards, tools, methodologies, regulatory frameworks, operating procedures and practices at global, regional, national and sub-national levels in support of a) the equitable supply of serviced land at scale; b) efficient and effective land management systems; c) freedom from arbitrary or forced eviction and the protection of security of tenure for all; d) the progressive achievement of universal access to housing meeting the requirements for an adequate standard of living; e) participatory urban regeneration and slum upgrading.

The Programme Management Assistant shall be under the direct supervision of the Programme Management Officer, under the overall guidance of the Section Chief, Land Housing and Shelter Section (LHSS).

Responsibilities Within delegated authority, the Programme Management Assistant will be responsible for the following duties:

  • Assists in the planning, coordination, implementation and monitoring of land-related activities/processes for, typically, a large and highly complex component of the departmental programme/project initiatives.
  • Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics.
  • Assists in the coordination of programme/project planning and preparation; monitors status of programme/project implementation; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
  • Assists in the preparation and analysis of programme/project work plan and budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.
  • Assists in the monitoring and evaluation of programmes/projects; categorizes, updates, tracks and analyses data related to programmes/projects.
  • Assists in the design, monitoring, implementation and coordination of partnership agreements and related capacity development activities.
  • Assists in the drafting of programme/project summaries, coordinates review and clearance process, and coordinates with editor on finalization and publication of report.
  • Serves as focal point for coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, prepare standard terms of reference, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organisation of and participation in training, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
  • Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, maps, graphic content, and other background materials/notes to facilitate assessment. inspection and other reviews.
  • Drafts correspondence, presentations and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as contributes for a variety of periodic reports.
  • Performs other duties as assigned.

Education High school diploma or equivalent is required.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Eastern Asia (ESCWA), United Nations Office at Geneva. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

Work Experience A minimum of five years’ experience in programme or project administration, technical cooperation or related area is required.

Experience in supporting the implementation of land management projects is desirable.

Experience in project coordination, multi-stakeholder partnerships, capacity building and land tools implementation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

NOTE: "Fluency equals a rating of "fluent” in all four areas (read, write, speak, understand) and " Knowledge of” equals a rating of' confident" in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.

Special Notice Appointment against this post is for an initial period of one year and may be subject to extension.
