Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to multilateral environmental agreements (MEAs). To fulfil its mandate, the work of the Law Division focuses on: leading the international community in the progressive developmental of environmental law; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UNEP and those agreements; working with MEA Secretariats to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental law and governance. The Law Division also provides legal advice to the UNEP Offices and Programmes on mandate as well as rules and procedure related questions.

This position is located in the Law Division, Office of the Director in Nairobi, Kenya. Under the overall supervision of the Principal Legal Officer, the incumbent will be responsible for the following duties:

Responsibilities - Compiles, summarizes, and researches information relevant to the work of the Law Division and related topics or issues. - Reviews documents, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval. - Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system. - Serves as focal point for administrative coordination activities, involving extensive liaison with the other Law Division units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. - Drafts correspondence as well as memorandums on and prepares and updates periodic reports, briefing notes, meeting notes and summaries. . - Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as drafting meeting reports and summaries of meetings, etc. - Performs other duties as assigned.

    Education High school diploma or equivalent is required. Supplemental training in administration/ management desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Eastern Asia (ESCWA), United Nations Office at Geneva.

Work Experience A minimum of five (5) years of progressively responsible experience in general office work, administration, technical cooperation or related area is required. Experience in organizing meetings is required. Experience in using Enterprise Resource Planning systems is desirable. Experience in providing paralegal assistance is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of" equals a rating of " confident" in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Special Notice This position is open for recruitment for an initial period of one year and may be subject to extension. Appointment against this post is on a local basis. External candidates will be considered only when no suitable candidate from the duty station is identified.
