Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

The New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management. The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations Development Programme (UNDP) to implement the project activities for the Global Programme on Nature for Development.

The Global Programme on Nature for Development brings together the Equator Initiative, and the National Biodiversity Initiative under one program in order to identify, foster, showcase and celebrate nature-based solutions that help achieve the 2030 Agenda for Sustainable Development at local, national, and international levels. The work of the Global Programme on Nature for Development contributes to UNDP's Strategic Plan 2018-2021 by charting sustainable development pathways through the conservation, restoration and sustainable management of biodiversity and ecosystems; and by promoting inclusive and effective democratic governance in the area of natural resources.

The Equator Initiative brings together the United Nations, governments, civil society, businesses and grassroots organizations to recognize and advance indigenous and local sustainable development solutions for people, nature, and resilient communities. The Equator Initiative seeks to recognize the success of local and indigenous initiatives; create opportunities and platforms to share knowledge and good practice; inform policy to foster an enabling environment for local and indigenous community action; and develop the capacity of indigenous peoples and local communities to scale-up their impact.

The Equator Initiative is built upon three equally important pillars:

- The Equator Prize is awarded biennially to recognize and advance local sustainable development solutions for people, nature, and resilient communities. As local and indigenous groups across the world chart a path towards sustainable development, the Equator Prize shines a spotlight on their efforts by honoring them on an international stage.

- Equator Dialogues are an ongoing series of community-driven meetings and exchanges, held in conjunction with related international forums. Equator Dialogues provide opportunities for people to share experiences, develop capacities, and influence policy.

- Equator Knowledge is a research, documentation, and learning program focused on local best practice in sustainable development. The Equator Initiative works with partners to identify, document, and analyze the success factors of local best practice, and to catalyze ongoing peer-to-peer learning, knowledge exchange and replication of best practice.

The National Biodiversity Initiative supports countries to manage their ecosystems and biodiversity in order to improve national planning and governance of biodiversity, ecosystems, and development, and to promote resilience for sustainable development. The National Biodiversity Initiative works in three project areas: National Biodiversity Strategies and Action Plans (NBSAPs) Support, National Reporting, and Capacity Building. The use of spatial data for spatial planning is a cross-cutting theme across these project areas, including work through our flagship platform UN Biodiversity Lab, created in partnership with UN Environment and the Secretariat of the Convention on Biological Diversity.

Knowledge Sharing is a main goal of the Equator Initiative and the National Biodiversity Initiative. The Equator Initiative has a large series of research papers, books, and other publications focusing on local approaches to poverty reduction and conservation, informed by community-based initiatives.180 case studies in over 30 languages have documented the Equator Prize winners’ innovative practices that deliver the win-win-win solutions that ensure social, economic, and environmental sustainability. The National Biodiversity Initiative share knowledge on the role of spatial data in biodiversity planning, policymaking, and reporting through blogs, case studies, and story maps. The NYDF Global Platform aims to use case studies about NYDF endorsers from a variety of stakeholder groups, including companies, governments, indigenous peoples and NGOs in order to share best practices and challenges in implementing the NYDF goals.

Learning for Nature is a capacity-building offer provided by the Global Programme on Nature for Development, cutting across the three areas of work. This program connects biodiversity policymakers, change-makers, and on-the-ground subject matter experts to facilitate the delivery of the Convention on Biological Diversity’s Aichi Biodiversity Targets and the achievement of the Sustainable Development Goals.

Access to the global multi-stakeholder networks mobilized by the Equator Initiative and the National Biodiversity Initiative allows Learning for Nature to circulate knowledge while promoting best practices. Building on our learnings on the ground, Learning for Nature seeks synergies, build linkages, and engage thousands of course participants through Massive Open Online Courses (MOOCs), webinars, self-paced e-learning modules, and private training courses.

This is a position to support a project which UNOPS is implementing for the United Nations Development Programme. The incumbent of this position will be personnel of UNOPS under its full responsibility.

The assignment is supervised by the Manager of the Global Programme on Nature for Development.

Functional Responsibilities

UNOPS is seeking the support of a Stakeholder Engagement Analyst to support the engagement of stakeholders in nature-based planning and mapping initiatives, such as those related to Essential Life Support Areas (ELSA) mapping, the UN Biodiversity Lab, and other monitoring and reporting initiatives. The incumbent will help advance the support available to government stakeholders to use the best available spatial science and data with the purpose of advancing national commitments to the Convention on Biological Diversity, UN Framework Convention on Climate Change, and 2030 Agenda for Sustainable Development.

Under the supervision of the Senior Technical Manager the duties and responsibilities include:

Strategic engagement

  • Support implementation of spatial support projects in select countries, with priority given to those that are Spanish speaking.
  • Support the development of use cases for spatial support projects.
  • Support to strategically position the projects within the national government, the UNDP Country Office, and among other key stakeholders, and advise on related strategic interactions and dynamic within countries.
  • Conduct necessary project outreach and follow up with the goal of obtaining project buy-in among key stakeholders for all projects, as relevant.
  • Enhance the communication and synergies between UNDP Country Office, Ministries of Environment, and other relevant national stakeholders in each country for all projects, as relevant.
  • Working with key stakeholders, identify opportunities to use the projects to design, implement and monitor national policies on nature, climate change and sustainable development.
  • Identify opportunities to connect spatial support projects with other existing national projects and priorities.

Facilitation

  • Ensure the successful execution of stakeholder consultations in Spanish and English, working in close collaboration with the Stakeholder Engagement Coordinator and Strategic Advisor on Spatial Planning. This will include aspects such as invitations, logistics notes, coordination with presenters and participants, post-event surveys and reports, among other items.
  • Facilitate workshops and webinars in Spanish and English that build the capacity of stakeholders to use spatial data to improve outcomes for biodiversity and sustainable development using methods such as bilingual facilitation, consecutive translation (Spanish-English), presenting translated powerpoints, and other type of language support.
  • Support the Stakeholder Engagement Coordinator in day-to-day engagement with countries, including coordination and execution of meetings.

Communication

  • Supervise and execute translations to Spanish of key project documents.
  • Prepare presentations, reports, notes, and other project materials as needed, in Spanish and English.
  • Present on fundamentals of the projects to countries in virtual and/or in person settings.
  • Attend calls with pilot countries to provide needed capacity building and/or training for specific questions from pilot countries.
  • Supervise the processing and uploading of consultation recordings and liaise with the Learning for Nature web designer to disseminate the content to the national participants.
  • Create and disseminate marketing materials for workshops in English and Spanish, including e-blasts, banners, photo retouch, postcards, and posters, using the different UNDP platforms including Mailchimp, SurveyMonkey, Gotowebinar, Skype, and Zoom.
  • Support, as needed, the draft and finalization of project communication pieces in Latin America, including blogs, press releases, posters, social media, short videos, scripts, and visual assets to showcase the impacts of the projects.
  • Lead on the production of social media content in Latin American countries to promote projects.

Administrative

  • Attend regular meetings with the project core team and countries to discuss project progress for all projects, as relevant.

Education/Experience/Language requirements

Education - Master’s degree preferably in anthropology, sociology, management of development, environmental management/sciences, conservation biology/ecology geography, natural resource management, or in another related field is required. - Bachelor’s degree with two additional years of relevant work experience is acceptable.

b. Work Experience

  • At least one year of experience working with international institutions, civil society, or national, and regional or local governmental authorities in Latin America is required.
  • Experience in facilitation and stakeholder engagement is required.
  • Experience in information management, including knowledge management, social media, and internal/external communications is required

Desired experiences (the following experience is optional candidates who do not have it are welcome to apply)

  • Experience in engaging Indigenous Peoples and Local Communities through projects and stakeholder consultations is an advantage.
  • Experience using data and stakeholder engagement to inform government policy is an advantage.

Contract type, level and duration

Contract type: Individual Contractor Agreement - ICA retainer modality. A retainer contract is issued for a period of time during which the services of the individual contractor are required intermittently. The individual contractor agreement on retainer basis will specify a “unit price” per day worked. For budgetary purposes, a monetary cap will be determined when the contract is awarded and issued. Please note that the retainer contract will not provide for a minimum, and payment will be made only after completion of work

Contract duration: Retainer ICA, 6 months (approx. 60 days / half time from August 2021 to January 2022), with possibility of extension, subject to satisfactory performance, availability of funds and necessity of services
