East Asia and Pacific Multi-Country Office (EAPMCO)
The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia, and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: SEMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Mekong, and EAPMCO Philippines.

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.
UNOPS in the Philippines
Established in 2016, UNOPS Philippines provides expert support to ensure sustainable project management, procurement and infrastructure activities in projects. With funds from the European Union (EU), UNOPS supports the Supreme Court, the Department of Justice, and the Department of the Interior and Local Government under the Governance in Justice (GOJUST) Programme (GOJUST2) through procurement, logistics, and grants management to push forward the justice reform agenda of the Philippine government through innovations and interventions; as well as providing grants to civil society organizations to improve access to justice of marginalized groups. In the Support to the Bangsamoro Transition (SUBATRA) Programme, UNOPS is working with the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Government strengthening capacities of the executive, legislative and judicial branches to ensure a smooth transition, also with funds from the EU. In the health sector, UNOPS works with the DOH / ADB in the HEAL project (Health System Enhancement to Address and Limit COVID-19).
UNOPS Philippines is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio of projects and programs in the infrastructure, logistics management, procurement in health, rule of law, and governance sectors.
Operational Context
As an Infrastructure Programme Management Analyst, you'll work closely with the Programme Management Advisor to ensure the effective execution of infrastructure projects within the MCO. Your responsibilities include providing technical guidance, ensuring quality assurance, and supporting project implementation. You'll assist in developing partnerships, reviewing project proposals, and sharing best practices. Additionally, you'll contribute to knowledge management efforts and provide technical expertise to enhance project management practices. This role is critical in ensuring the successful delivery of infrastructure projects while adhering to UNOPS standards and best practices.
Functional Responsibilities
Under the supervision of the EAPMCO Programme Management Advisor (Infrastructure), and in collaboration with the Head of Programmes (HOP), the Programme Management Analyst shall be responsible for performing the following duties:
1. Infrastructure Planning, Delivery, and Performance:
- Collaborate with the project teams to refine and maintain quality and implementation plans for infrastructure projects, ensuring adherence to established milestones and board tolerances.
- Oversee the timely and cost-effective implementation of infrastructure projects in alignment with UNOPS objectives, partner expectations, approved budgets, and standards in the implementation plan.
- Assess the quality of design and construction, and advise on health, safety, and environmental compliance.
- Monitor project progress, ensuring proper execution of work packages (acceptance and delivery processes) and managing changes.
- Identify and proactively address potential risks and issues, advising on mitigating measures to maximize stakeholder benefits.
2. Procedures:
- Ensure compliance of infrastructure projects with organizational policies and standards, including the Project Management Manual (PMM) and relevant guidance documents.
- Review the reporting obligations outlined in legal agreements and implementation plans.
- Monitor the procurement requirements for infrastructure projects.
3. Risk Management, Oversight, and Quality Assurance:
- Identify and mitigate potential risks and issues related to infrastructure project delivery.
- Escalate critical issues to the Programme Management Advisor as needed.
- Implement a comprehensive quality management strategy for infrastructure projects.
- Support and contribute to the project assurance process for projects with infrastructure-related components and liaise with the PMO and relevant stakeholders for escalations as needed.
4. Partnerships and Stakeholder Management:
- Report potential infrastructure-related business opportunities to the Programme Management Advisor.
- Collaborate with the Partnerships Department to develop infrastructure-related proposals.
- Assist with technical input to proposals and project planning.
5. Knowledge Management and Innovation:
- Stay updated on best practices, approaches, and technologies in infrastructure.
- Contribute to lessons learned procedures and knowledge sharing efforts.
- Contribute to knowledge management by capturing case studies and best practices.

Experience:
- Minimum two (2) years of experience in Infrastructure, project management or other relevant field in combination with first-level university degree (Bachelor’s or equivalent) is required.
- Experience with infrastructure planning, delivery and management in a developing country context is considered an asset.
- Experience working with a variety of institutions; including UN, government/public institutions, private sector, is an advantage.
- Project proposal writing experience is an asset.
- Prince2 foundation certification is desirable.
Language:
