The New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint in approximately 125 countries.

UNOPS has signed an agreement with the United Nations Office for Counter Terrorism (UNOCT) to implement the project activities for the Global Programme on Prosecution, Rehabilitation and Reintegration.

The Global Programme on Prosecution, Rehabilitation and Reintegration (PRR)

UNOCT’s Global Programme on PRR is designed to support Member States to meet the requirements from the General Assembly and the Security Council to implement comprehensive PRR strategies for individuals who have reasonable grounds to believe are terrorists, including suspected foreign terrorist fighters (FTFs) and their accompanying family members, including spouses and children. To this end, the Global Programme on PRR supports the counter-terrorism efforts of Member States by providing guidance, coordination and capacity building in the prosecution, rehabilitation and reintegration of returning foreign terrorist fighters and their families as well as local supporters and affiliates of UN-listed terrorist groups.

This position reports to the Project Manager and requires close coordination with UNOCT. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Under the direct supervision of the Project Manager, and in close coordination with the Programme Management Officer, the Programme Management Analyst will be expected to perform various activities including:

  • Provides support to secretariat functions and implementation of the PRR project activities in close collaboration with the Programme Management Officer, focusing on the development, implementation and evaluation of assigned programme/projects, including the analysis of emerging issues and trends, participation in research activities and studies;
  • Supports an assigned portfolio of Prosecution, Rehabilitation and Reintegration and Human Rights projects in close collaboration with the Programme Management Officer;
  • Assists in performing consulting assignments on Prosecution, Rehabilitation and Reintegration (PRR) and Human Rights in collaboration with clients, while providing support for related meetings, events, workshops, conferences and trainings implemented in the framework of the PRR and Human Rights projects;
  • Draft written summaries inputs of meetings/visits and ensure the follow-up with relevant team member for action, as appropriate, and as assigned by the Programme Management Officer;
  • Provide advice on policy development of Prosecution, Rehabilitation and Reintegration, including the Human Rights aspects, to relevant stakeholders, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, in collaboration with the Programme Management Officer;
  • Participates in the research, analysis and presentation of information related to Prosecution, Rehabilitation and Reintegration and Human Rights from diverse sources, as requested;
  • Lead the reporting process on projects, including assisting in the compilation and preparation of post-activity reports, creating presentations, managing surveys, drafting briefing and background notes as well as project activity summaries and updates, while maintaining timely delivery and quality;
  • In collaboration with relevant personnel, and under the guidance of the Programme Management Officer, document and analyze progress and results against project implementation plans, results matrix, milestones and targets;
  • Keep track of donor reporting requirements and timelines and manage timely submissions;
  • Prepare draft narrative and financial reports for donors in compliance with specific donor requirements and seek, compile and analyze relevant inputs from project partners;
  • Provide support to maintenance of the information flow between implementation teams, donors, partners and project teams, particularly related to any deviations that would require revisions to the relevant legal agreement; when required, propose budget and activity revisions to funding agreements;
  • Support the organization of activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc) and support the preparation of related documents/reports accordingly (pledging, work programme, programme budget, etc);
  • Participate in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.

Education/Experience/Language requirements

Education

  • Advanced University Degree (Master’s Degree or equivalent) preferably in Political Science, International Relations, Public Administration, Criminal Justice, Psychology or other relevant field is required; Or
  • First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 2 years of relevant experience is required.

    Experience

  • Experience working with Programmes or Projects is desired;

  • Experience in research, strategic communications, donor reporting, measurement or evaluation of projects and stakeholder relations is desired;
  • Direct experience in prevention or countering of violent extremism or project management is desired;
  • Experience working in Project Management/Support is desired.

    Language

  • Fluency in oral and written English is required;

  • Knowledge of another official United Nations language is an asset.
