South East Asia and Pacific Multi-Country Office (EAPMCO)

The South East Asia and Pacific Multi Country Office (EAPMCO) is a UNOPS office that oversees a portfolio of projects in 24 countries across North East Asia, South East Asia, and the Pacific. It was formed by merging the Thailand and Cambodia Multi-Country Offices. EAPMCO implemented projects worth more than USD 95.7 million in 2022 in various areas such as energy transition, digital transformations, sustainable environmental management, and health. The EAPMCO head office in Bangkok provides strategic direction, operational support, delivery oversight, and assurance of excellence of business processes and quality standards across all locations. It is also responsible for managing the portfolio of engagements in the MCO location itself.

Southeast Asia Energy Transition Partnership (ETP)

The Southeast Asia Energy Transition Partnership (ETP) brings together governments, philanthropies and other partners to work towards modern, sustainable energy systems. It focuses on Indonesia, the Philippines and Vietnam, which have the highest energy demand, a pipeline of fossil fuel-based projects, and potential for renewable energy and energy efficiency. ETP provides technical advice, support on financing, capacity and skill development, and dialogue facilitation. It is supported by a Secretariat incorporated into UNOPS, which will manage and operate the ETP Fund, launch calls for proposals, assess proposals, provide assistance to partners and monitor progress on projects. Members of the Secretariat are selected in line with UNOPS rules and regulations.

Energy Efficiency (EE) Working Group to Implement Government Regulation No.33 Year 2023 concerning Energy Conservation

Energy conservation, defined as an initiative to optimize energy usage for present and future needs, is crucial for sustaining energy resources and achieving climate targets. It is also the main factor of the successful energy transition implementation which should be one of the focus in achieving a net zero emission target. Thus, as the continuous efforts to enhance energy transition and achieve net zero emissions, The Government of Indonesia introduced Government Regulation (GR) No. 33 of 2023 on Energy Conservation. This regulation outlines a comprehensive framework for energy conservation, focusing on systematically conserving domestic energy resources while simultaneously improving their utilization efficiency.

The Ministry of Energy and Mineral Resources (MEMR) has undertaken a detailed and comprehensive assessment of the new energy conservation regulation's implementation, which includes evaluating each necessary subordinate regulation and securing commitments from development partners to support and play their roles in these subordinate regulations.

To ensure the smooth implementation of this regulation and assist the government in achieving its energy conservation targets, the MEMR, specifically through the Directorate of Energy Conservation, has requested ETP to provide support. This support involves coordinating efforts among various development partners to ensure a unified approach to implementing the regulation, maximizing its impact, and evaluating the results of working groups. This evaluation includes identifying gaps in subordinate regulations, proposing new analyses and assessments to address these gaps, outlining specific guidelines and mechanisms for effective regulation implementation, and formulating actionable recommendations for the government.

ETP will provide support to this initiative through the MEMR Energy Efficiency Working Group.

As a Senior Advisor for Energy Efficiency, the successful candidate will provide support to the ETP team, including direct support to the MEMR Energy Efficiency Working Group under the supervision of ETP.

Summary of Key Functions

The Senior Advisor will be a part of ETP’s retainer pool and will provide support ad-hoc to the team. One of the primary assignments will include support to the the MEMR Energy Efficiency Working Group.

The Senior Advisor will be accountable for managing the coordination activities among development partners, conducting gap analysis on the EE activities that are needed to cover the implementation of GR33/2023, and providing strategic advice to accelerate EE implementation under the guidance from the Directorate of Energy Conservation, supervision of the ETP Senior Program Manager, and coordination with the ETP Country Coordinator in Indonesia.

Specific deliverables will include, but are not limited to:

  • Managing the coordination activities including meetings, focus group discussions, and workshops between MEMR, relevant government agencies, and development partners who support/cover the energy conservation sector. This is to ensure a harmonized approach to implementing the new regulation and maximizing the impact of GR33/2023.
  • Taking meeting notes and providing regular updates to MEMR to seek further guidance in the implementation. This will include identifying and collecting relevant data and information to enhance the EE policies and programs required by MEMR.
  • Conducting a high-level gap analysis to understand the area that needs to be improved in accelerating EE policies and programs such as the regulatory framework, EE business models and financing mechanism, capacity buildings, and other relevant areas.
  • Provide a recommendation on the subordinate regulation framework/skeleton in 7 (seven) areas mandated by GR33/2023 under the guidance of MEMR and by considering the dynamic of the EE sector. This will also include establishing a work plan for each subordinate regulation to be ready to launch by mid-2024 (within an 8-month time frame).
  • Providing strategic advice to MEMR and ETP in order to harmonize, strengthen, and accelerate EE policies and programs in Indonesia.

In addition to the aforementioned deliverables, the consultant is expected to conduct regular bi-weekly and ad-hoc meetings with ETP to ensure ongoing updates, information sharing, and effective communication throughout the project duration.

Timeline of Implementation

A significant number of critical deliverables are expected between December 2023 and November 2024 and will be determined on a monthly basis, first through the development of a work plan, and then through biweekly meetings with ETP.

Functional Responsibilities

Reporting to the Senior Programme Manager, the incumbent will be responsible for the following:

  1. Education/Experience/Language requirements

Education

  • An advanced University Degree (Master’s or equivalent) or higher degree in Energy Policy, Environmental Management or any related field is required.
  • First level university degree (Bachelor’s or equivalent) in the above mentioned fields with additional two (2) years of relevant experience may be considered in lieu of an advanced degree.

Work Experience

  • At least seven (7) years professional experience in the field of energy efficiency, with a proven track record of successfully managing and implementing energy conservation programs and policies.
  • Experience working with government agencies, international organizations, and other energy-related stakeholders is preferred.
  • Proven track record of successfully advising clients on public policy matters, particularly in the energy sector is required.
  • In-depth knowledge of the energy sector, including regulations, business models, financing mechanisms, and capacity building in the context of energy efficiency is required
  • Experience in facilitating meetings, focus group discussions, and workshops, particularly with government agencies and investors is required
  • Experience in data collection and analysis to inform energy efficiency policies and programs is preferred.
  • Familiarity with relevant Indonesian energy regulations and policies is an asset.
  • Previous successful involvement with, and good knowledge of, donors, government, private sector, and civil society is desired
  • Experience in effectively collaborating with a variety of stakeholders, including government agencies, investors, and project developers is desired
  • Computer literacy in Google Suite/Google Workspace is required.

Language

  • Fluency in English and Bahasa Indonesia is required.
