Background Information - Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihoods and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region.

The Nexus Response Mechanism is a programme initiated by the EU aimed at contributing to Myanmar lasting peace and national reconciliation, security, stability and sustainable development without missing humanitarian needs. Its actions are focused on providing support to conflict-affected populations, displaced populations, host communities, and returnees by strengthening the humanitarian-development-peace nexus, linking relief with rehabilitation and development.

Myanmar faces both long-standing complex humanitarian emergencies as well as newly emerging humanitarian needs as a result of its ongoing political crisis. In some areas, new political dynamics are exacerbating pre-existing tensions and conflict, leading to further displacements and increasing humanitarian needs, including health related needs. The Nexus Response Mechanism (NRM) is responding to these needs through local and international implementing partners providing humanitarian, development and peace support. To ensure that health components of NRM’s existing and new programmes are delivered in a relevant and high quality fashion, the NRM is seeking a Programme Management Advisor (Public Health) for a limited assignment, focusing on the review of the existing health components of NRM programming, and providing guidance and support for the design, development and implementation of possible NRM’s health related programming.

Functional Responsibilities

Under the overall supervision of the NRM Senior Programme Manager and in accordance with the UNOPS policies, procedures and practices, the Programme Management Advisor (Public Health) will be carrying out the following duties:

Under the overall supervision of the NRM Senior Programme Manager (SPM) and in accordance with the UNOPS policies, procedures and practices, the Programme Management Advisor (Public Health) will be responsible to advise and support the NRM Secretariat on as needed basis, and may be requested to support specific work packages/individual assignments, detailed through individual task notes. Such assignments may be home-based or require travel to NRM operational sites, including Yangon and other project areas (conditions permitting).

These can include, but are not limited to, regular participation in relevant grant update meetings and the provision of technical guidance to the EU, SPM, NRM team and implementing partners on public health related programming and activities; in-person and/or remote monitoring missions to relevant projects with health components; review of programme monitoring reports and quality assurance of existing programming; and the design and development of new programmes with public health components.

The Programme Management Advisor (Public Health) will broadly carry out the following tasks, in accordance with UNOPS policies, procedures and practices based on needs expressed by country offices. These may include (but are not limited to):

  • Provide technical support and advice on the implementation of NRM programming with public health components, including participation in update meetings with programme partners and a review of programme monitoring reports.
  • Collaborate with technical leads across humanitarian responseS to fully understand all Health programming activities
  • Develop evaluation reports on NRM’s programming with public health components to support a fair understanding of successes, failures and points for future innovation
  • Assist in conducting research, analyze, and synthesize evidence-based conclusions and produce practical recommendations based on relevant literature and evidence on public health policy
  • Provide advice and technical support on quality assurance of NRM programming with public health components, including review of programme documentation and implementation and site monitoring visits.
  • Lead in organizing and conducting meetings and discussions with NRM partners on public health and its aspects
  • Participation in any relevant working group meetings with other national and international partners and other relevant external meetings.
  • Leading monitoring missions (in person and/or remote) and writing monitoring mission reports.
  • Take a lead role and provide technical support in review of project reporting, documentation and compliance.
  • Provide guidance and technical support on the development of any new programming with public health components.
  • Lead in preparation of concept notes, proposals and presentations for new programmes with public health components.
  • Support the NRM Secretariat through participation in proposal evaluation committees and by providing detailed reviews of proposal and reporting documents submitted by prospective and existing partners (for public health related programming).
  • Provide inputs to CFPs, proposal submissions, research, and other programme and project documentation (for public health related programming)
  • Identify and advise on entry points for new and existing initiatives funded by NRM to strengthen local capabilities and/or strengthen existing interventions in public health programming.
  • Advice and support on the development and review of communications materials relating to public health by NRM and/or its partners.
  • Advice on monitoring and evaluation of NRM programming with public health components
  • Advice and provide support to different related evaluations, studies, and assessments as needed.
  • Conduct final evaluations for existing and future NRM grants with public health components
  • Support developing close working relationships with a wide range of stakeholders, including CSOs, national and international non-governmental organizations, academic and research institutions

  • Perform other functions within the above scope as requested by the Senior Programme Manager.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

Education

  • Advanced university degree (Master’s or equivalent), preferably in Law, Human rights, Social Sciences, Political Sciences, Humanitarian/Development Studies, Economics, International Relations, Public Administration or a related field is required.
  • Additional two years of similar experience with a Bachelor’s Degree is considered equivalent.

Experience

  • At least 7 years of relevant experience in humanitarian program management (especially emergency responses), including programme design, monitoring and evaluation, quality assurance, and learning is required;
  • Experience in development and peacebuilding is desirable;
  • Robust experience working on humanitarian coordination across local, national and international agencies and mechanisms is highly preferred. Experience working with local first responders and on localization issues is an asset;
  • Solid practical experience in working with the UN, donors, non-governmental organizations, public sector and/or civil society is required;
  • In-depth understanding of the Myanmar context, including political, economic, social and conflict dynamics, is highly preferred;
  • Strong writing and public speaking skills are highly preferred.

Language

  • Fluency in both written and spoken English is required.
  • Fluency in both written and spoken Myanmar is required
  • Knowledge of other Myanmar languages will be considered an asset.
