New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

The United Nations Office of Counter-Terrorism (UNOCT)/the United Nations Counter-Terrorism Centre (UNCCT) Global Preventing and Countering Violent Extremism (PCVE) Programme provides integrated capacity building packages, institutional development and technical assistance to requesting Member States, civil society and the UN system to strengthen individual, community and national resilience to violent extremism and reduced threat of terrorism. The Programme engages in nine substantive and mutually reinforcing portfolios: policy assistance, strategic communications, youth engagement, education, mental health, new frontiers, gender, human rights and coordination.

This is a position in UNOPS for supporting projects carried out for or in UNOCT. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

The Programme Management Advisor will provide expert advice and programme delivery support for the global implementation of the UNCCT Global PCVE Programme, under the supervision of the Senior Portfolio Manager and in coordination with UNOCT’s Head of the PCVE Programme Unit and Chief, Pillar I and IV, UNCCT as follows:

  • Oversee and manage the planning and implementation of capacity building activities, including the delivery of workshops, seminars, training programmes.
  • Provide targeted technical assistance to Member States and regional organisations on PCVE, particularly on strategic communications.
  • Oversee the coordination of scoping, planning and delivery process of capacity building activity for the Programme, particularly in the area of strategic communications.
  • Directly liaise and manage communications with national, regional, Civil Society Organizations (CSO) and industry stakeholders on the implementation of the Programme.
  • Support the planning and high level coordination of scoping missions to Member States and regional bodies to determine capacity building needs and develop plans for implementation, as directed by UNOCT’s Head of the PCVE Programme Unit.
  • Manage a global stakeholder network of PCVE practitioners through the delegation of tasks and quality control over deliverables.
  • Identify, advise and develop opportunities for programme iteration and the collection of global good practices.
  • Advise on the lessons learned reviews of PCVE capacity building activities.
  • Provide technical support for critical meetings, conferences, seminars for UNCCT PCVE- focused issues.
  • Contribute to the project’s Measurement and Evaluation framework and systems.
  • Revise and develop the substantive and technical components of PCVE capacity building training and technical assistance, including materials.
  • Advise on the project’s overall strategic direction and use ongoing findings and results from implementation of activities to develop and improve the project’s methodology and approach.
  • Strategise, identify, and seek out opportunities for resource mobilization, through the drafting of concept notes, proposals, and donor reports.
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Monitoring and Progress Controls

The Programme Management Advisor will, under the direction of UNOCT’s Head of the PCVE Programme Unit and Chief, Pillar I and IV, UNCCT:

  • Oversee and manage the delivery of capacity building activities, including regional, national and subnational workshops and technical assistance.
  • Lead the coordination of scoping missions to Member States and regional bodies to determine capacity building needs and develop plans for implementation.
  • Directly manage communications with national, regional, CSO and industry stakeholders on the implementation of the Programme.
  • Manage a global stakeholder network of PCVE practitioners through the delegation of tasks and quality control over deliverables.

Education

  • Advanced university degree (Master's degree or equivalent) preferably in social science, international relations, political science, peace and security, or other relevant field.
  • Bachelor’s degree in a relevant field with additional two (2) years of relevant experience may be accepted in lieu of an advanced university degree.

Work Experience

Required: - A minimum of seven (7) years of progressively responsible experience in programme management, with at least three (3) years of experience on preventing or countering violent extremism is required. - Experience developing and designing PCVE programme methodology and approach is required.

Desirable (The following experience is optional. Candidates who do not have it are welcome to apply):

  • Experience managing the delivery of capacity building activities, workshops, training and technical assistance in PCVE is desirable.
  • Experience conducting scoping missions, engaging with government, CSOs and industry stakeholders is desirable.
  • Experience in and knowledge of United Nations relevant policies, procedures and programmes in the field of the prevention or countering of violent extremism is desirable.
  • Experience managing and coordinating staff/consultants and team work plans within an international organization is desirable.
  • Experience in resource mobilisation within an international organization is desirable.

Language

  • Fluency in English (write, read, talk) is required.
  • Knowledge of other UN working languages is desirable.
