You have:
- Bachelor's degree in accounting, Commerce, Business Administration, or a related field, degree from a leading university
- Professional Accounting Qualification: CPA-K, CA, or ACCA (fully qualified and in good standing with the relevant professional body)
- Minimum of 5 years’ experience working in financial management in a complex organization
- Grant management experience with local partner organizations
- Experience in interpreting financial information and preparing and presenting financial reports to non-finance professionals in an accurate and timely manner
- Cultural awareness and the ability to work collaboratively in an international environment with people from diverse backgrounds and cultures
- Experience in training/capacity building of staff in a multi-cultural environment
- Strong leadership skills including supervise and motivate qualified professional staff with strong personal value systems
- Demonstrated ability to meet corporate governance and accountability requirements of host governments, the organisation, and donors
- Highly organised, with excellent planning, prioritisation, and problem-solving skills
- Ability to work well with others under strict deadline situations and respond to changes in priorities

This is an exciting opportunity to lead and develop a diverse portfolio of Finance and programmes in Gedo, Somalia. The right candidate will be a leader in the team and taking on responsibility for the financial management of Trocaire Somalia’s entire programmes both development, humanitarian as well as Trocaire unrestricted funds in Somalia. The holder will also be ensuring partner compliance with Trócaire and donor requirements, providing technical assistance and capacity building in financial management and systems to Trócaire and partners’ staff. The Programme Finance Manager is critical to ensuring coherence and consistency in our programming and in our different approaches to partnership across this diverse portfolio. S/he is the key technical supporter to the programme teams, partners, IF team members, Operations & Finance, major donors, and HQ Finance staff.

The role will report to the Head of Finance and Operations (FAM). And Will line manage the Programme Accountants, Accountant and Finance assistant.
Key responsibilities:
Programme Development and Management:
• Lead and ensure that all Trocaire & partnership programmes/projects budget are prepared, meet all
financial budgeting standards and deadlines as per the Trocaire and Institutional Funding Donors
(IF) requirements, rules & regulations.
• Streamline the consistent FX rates for all IF donors budgeting process and reporting purpose unless there is specific IF donor’s requirements and policy to use different FX rates for their budgeting and financial reporting.
• Assist the Programme lead Managers, Programme Accountants (PA) and other budget holders by providing the appropriate technical support and guidance during the process of preparing the budget and subsequent budget reviews and revisions to submit to IF donors.
Donor Reporting, Budgeting, reviewing, and monitoring:
• Support the HOF in preparation of the Annual Country Budget. Prior submission to CMT and support effective cost recovery effort for core Trocaire costs at Country and HQ level.
• Receive the programme financial reports from all projects within the reporting deadlines.
• Lead the joint financial reporting review with the programme team member(s) and ensure that Trócaire and IF donor requirements and standards are being met, the expenditure are in line with the approve budgets and plans, partnership agreement between Trocaire and partners and IF donors rules, regulations and requirements.
• Support Programme Accountants (PA) to carry out financial management systems reviews, support in designing the accounting and reporting systems, provide on- the-job training, provide other on-going financial guidance and any other required technical support.
• Extend support to finance and program staff in enhancing their governance and financial management capacity building skills.
• Support Programme Accountants (PA) to prepare the financial reports that are in compliance to the grant terms and generally accepted reporting requirements and submit reports to the HoP and HOF to review prior submitting to the donor by BDU.
• Work with BDU team for responding donor feedback on financial reports and negotiate/coordinate with IF donors to comply their rules and regulations and signed contracts.
Trocaire Internal & Project End External Audits and Compliance
• Assist, facilitate and coordinate to carry out the Trocaire internal audit, IF donors audit & project end external audits as required and implement the recommendations both internally and with partners in close coordination with programs, operational/finance and Human resource unit.
• Share the audit findings and recommendations to the Trocaire CMT and partners; follow up on resolving all arising audit issues/findings and ensure that all agreed audit findings, recommendations, and management responses are implementing in a timely manner.
• Responsible for ensuring that the partners are complying with the Trócaire partnership agreement, IF donors rules and regulations and local legislations.
• Responsible for assessing, reviewing and updating the status of the partners against the Trócaire
• Minimum Requirements (MRs) for the Partnership Funding.
• Participate in the partnership programme team meetings to ensure a full understanding of all partnership programme work, sharing the partnership programme/projects financial management situation and to take necessary actions to address them on time with potential solutions.
Partner Relationships and Support:
• Undertake partner risk assessment, risk ranking and profiling to identify and track areas of risk exposure to the project and designing measures to address identified risks.
• Oversee implementation of partner financial management capacity building plan actions agreed with the project partners and partner support unit.
• Ensure that the partner financial reports are monitored and analysed and reviewed at least monthly to ensure that their spends are always on track, are in line with agreed work plans and that all variances are identified early on and acted upon appropriately.
• Undertake partners’ financial systems reviews, support design of accounting and reporting systems, provide on-job training, provide other on-going financial guidance and any required technical support to partners as demanded.
• Contribute to and facilitate cross-partner learning as part of the collective efforts to partner financial management capacity enhancement.
Human Resource Management:
• Implement an effective performance management system in line with organisational policy.
• Support, mentor and coach the team members as part of their professional development and to help them to be highly effective in their work.
• Ensure close coordination of finance staff (Programme Accountants) with the Head of Operations and Finance and Business Development and Grants Manager on all aspects of financial management and grants management.
• Establish a team approach to programming and partner capacity building, ensuring that programme staff work together to share learning and to exchange skills.
• Ensure regular team meetings for information exchange and strategic discussions as well as to facilitate rolling out of organisational programme processes and policies within the country team.
• Ensure that the finance staff complete an induction process that equips them to deliver on their roles confidently and effectively.
